Public benefits
The direct benefits which flow from this purpose include the improvement of the social and economic conditions of inhabitants in Culmore, a unique mixed rural and urban area, by promoting rural and urban regeneration through physical, social and economic improvements. Specifically, the direct benefits include the creation of a more inclusive,
cohesive society through the development of a community hub and the provision of programmes based on the key priorities expressed by local people in a range of recent, people-centred surveys and needs identified in the 2017 NISRA multiple deprivation measures; free and easy access to quality spaces for community use through the refurbishment and repurposing of Victoria Hall into a community hub and the development of recreation and leisure facilities such as a community centre; improved health, well-being and employment opportunities through the provision of essential rural services, advice, training and volunteering opportunities; and a reduction in social, economic, and physical isolation and growing levels of anti-social behaviour by providing programmes for youth and the elderly, attracting visitors to Culmore through the promotion of local arts, culture and heritage, and developing links with groups and agencies working in other parts of the city. These benefits will be evidenced through qualitative assessment, data in the form of surveys and feedback, numbers availing of services, attending activities, participating in programmes, and visiting the area, and reports to funders. Local government and crime statistics will be used to evidence a reduction in incidents of anti-social behaviour and an increase in the number of inhabitants obtaining new skills thereby increasing their employment opportunities. Feedback and surveys can confirm a reduction in the sense of isolation experienced by residents, and an increase in social cohesion and inclusivity. There is the risk of injury related to certain activities and events we provide, such as our annual festival and fun runs, for example, and these risks will be mitigated by providing heath & safety and first aid training for staff and volunteers, professional first aid cover at key events, stewarding, the development of a risk management plan, and insurance cover. Overall, there is no harm caused to the beneficiaries as the programmes and services we offer as they are available to all inhabitants and are aimed in all respects at improving the conditions of life in Culmore. The beneficiaries are the General public in the Derry City & Strabane District Council area & Northern Ireland. Also stated in our Articles of Association, our beneficiaries are the inhabitants of “the Culmore area of Derry City and its environs (the “area of benefit”), without distinction of age, gender, sexual orientation, disability/ability, race, political, religious or other opinion.” Culmore encompasses a wide swath of land situated within its own District Electoral Area of the Derry City & Strabane District Council area. A private benefit may arise to committee members who may from time to time avail of training programmes in matters such as governance but this is necessary for professional standards to be maintained to carry out the work of Culmore Community P/ship. To clarify, CCP has obtained a 25 year lease from the Honourable the Irish Society, owners of Victoria Hall, to refurbish the hall and develop it into a community hub. While they own the building, the Honourable the Irish Society are a grant-making, philanthropic organisation which supports local groups and charities. We have a 25 year lease with the option to renew the lease and/or transfer ownership to Culmore Community Partnership. We pay a 'peppercorn rent.' There will be no private benefit flowing from this arrangement other than the nominal rent. In addition, there may be incidental private benefit in the form of increased sales and business for local businesses as the area attracts more visitors to its events and activities.
