Public benefits

(1) Promote cultural, economic and social regeneration, advance community development and promote the relief of poverty and social exclusion by providing facilities and specialist technical, training and support services to Raidió Fáilte or any successor organisation. Cultural, Economic & Social Regeneration: (a) Cultural: Benefit is the promotion

of the Irish language, including associated literary and musical traditions and aspects of Irish culture in general. Demonstrated by the provision of facilities for community-based cultural activities and for specialist technical, training and other support services to Raidió Fáilte for the production of a full-time (24 hours a day/7 days a week) community radio service broadcasting on 107.1fm in Greater Belfast area-in line with Ofcom broadcasting licence terms. Stakeholder engagement activity reveals high level of satisfaction with the quality of service provision. The purposes do not lead to any harm. Benefits inhabitants of Greater Belfast and further afield, particularly but not exclusively the Irish language community. No private benefit (b) Economic: Benefit is the provision of facilities and support to Irish language-based creative and cultural enterprises, community and voluntary organisations and social enterprises. Demonstrated by the construction of a new-build facility in a deprived urban area, supporting the growth of community, voluntary and social enterprise activity. No harm derived. Facilities open to the local community and to the general public. No private benefit (c) Social: Benefit is the promotion of greater understanding and tolerance of cultural and linguistic diversity and the fostering of community involvement and voluntary activity. Demonstrated by working on a cross-community basis to promote reconciliation, eg a recent project to record choir music aimed at the Shankill Road protestant community and others. No harm derived Benefit all members of the community No private benefit (2) Advance education and training Benefit: Enhanced provision of education in the Irish language-adult training courses provide specialised broadcasting skills for volunteers and others within the Irish language community. Demonstrated by the levels of expressions of interest in and the numbers of attendees on training sessions in broadcasting, sound recording and sound editing skills. No harm derived Training courses open to Irish speakers and other community/cultural groups. Private benefit to trainee participants may arise when radio skills training are transferred to other settings. These benefits are incidental and necessary to ensure that the benefit is provided to our beneficiaries. (3) Assist any charitable, voluntary or community body or bodies which assistance may include informing the community of their activities. Direct benefits include provision of a platform for individuals/organisations working to promote the Irish language and other community/cultural activities. Demonstrated in relation to the varied community radio schedule produced week-on-week by volunteers (who have received training in-house). No harm derived Benefit all members of the community especially those with an interest in Irish language/culture No private benefit (4) Promote such other exclusively charitable purposes in accordance with the law of charity in Northern Ireland as may from time to time be determined. Benefit: This purpose is beneficial in providing the flexibility to promote other charitable purposes as from time-to-time arise in relation to, for example, addressing issues around poverty and social exclusion. Demonstrated by the provision of skills to members of the community – skills subsequently used to further the economic and social development of an urban area suffering high levels of multiple deprivation. What your organisation does

Líonra Uladh Teo was established in March 2012 from whence it embarked on the process of providing a modern, purpose-built cultural and community facility, incorporating the Irish language community radio station, Raidió Fáilte. The capital build is at the planning stage and when completed, Líonra Uladh Teo will provide facilities for the provision

of community training, alongside community broadcasting, sound recording and archiving services – and space for community-based cultural activities. It is doing this in order to promote the Irish language as a cultural resource for all members of the community, including on a cross-community basis - targeting speakers and learners of the language and those with an interest in aspects of Irish culture. Líonra Uladh Teo seeks to foster increased tolerance of linguistic and cultural diversity and to address issues of poverty and social exclusion in one of the most deprived areas within the Northern Ireland region. It does this by replacing dereliction and anti-community activity on a site within the Divis area with positive messages of cultural, social and economic regeneration, employment opportunities and community development. The community regeneration efforts of Líonra Uladh Teo have been recognised by the local council (Belfast City Council have provided in principle support to the project) and by local government departments (the Department of Culture Arts & Leisure have provided development support and the N I Housing Executive and the Department of Regional Development have gifted land to the project in the form of a community asset transfer).

Charitable purposes

The purpose of the organisation is to:- (1) Promote cultural, economic and social regeneration, advance community development and promote the relief of poverty and social exclusion on the island of Ireland by all or any of the following means: (a) provide facilities and specialist technical, training and support services to Raidió Fáilte or any successor organisation; (b) promote, publicise and provide facilities and support to Irish language-based creative and cultural enterprises, community and voluntary organisations and social enterprises; (c) encourage interest in, and raise awareness of the Irish language, culture, arts, heritage and social history issues; (d) organise and/or provide facilities for exhibitions and displays, talks, workshops, seminars and other events; (e) encourage and foster community involvement in voluntary activity; (f) promote understanding and tolerance of cultural linguistic diversity. (2) Advance education and training by: (a) organising and delivering training in radio communication, production and broadcasting and other media and related skills; (b) providing training, mentoring and resources to Irish speakers and learners; (c) acquiring, holding, restoring and maintaining a publicly accessible Archive of Irish language recordings and broadcasts and visual media to facilitate the pursuit of education and research. (3) Assist any charitable, voluntary or community body or bodies which assistance may include informing the community of their activities. (4) Promote such other exclusively charitable purposes in accordance with the law of charity in Northern Ireland as may from time to time be determined.
