Public benefits
The Trustees are satisfied that the public benefit requirement is met in relation to all three of its purposes; Purpose 1: “To promote any charitable purpose and to support initiatives which will lead to social and community development to the benefit if the Community in County Armagh and especially in South Armagh and its immediate
hinterland”. The potential beneficiaries are all people within the area of benefit being the community in County Armagh and immediate hinterland in Northern Ireland, i.e. parts of counties in Northern Ireland adjoining County Armagh. This includes all people living in that area, but especially those in South Armagh. The direct benefits flowing from the purposes include the creation of employment and a place in which to run business in the South Armagh area which benefits the local economy and, in turn, allows beneficiaries to live and bring up their children in the rural community to which they belong. Further benefits include the improved sustainability of the rural community in terms of people living there, working there and being educated there. The benefits are capable of being demonstrated, proven or evidenced through the employment of 85 people in Flurry Bridge Enterprise Park and the boost to the numbers of children attending the local primary school; we have noted an increase in the number of pupils attending Jonesborough Primary School from 79 to 109 over the course of the period during which the Enterprise Centre at the foot of Jonesborough Hill has provided employment for parents and families. There are certain ‘harms’ which arise from the purposes, such as the visual impact of the Flurrybridge Business Centre or waste/pollution from the business activities. These are minimised through the strategic placing of the building (to minimise visual impact) and waste/pollution from the business activities is minimised and centralised on a purpose built site rather than in makeshift premises and sheds throughout the community. These are outweighed by the significant direct benefits. The Charity Trustees take no benefit from the charity and have not taken any benefit since the Charity was instigated on 1st July 1998. There may be incidental benefit to business owners through the securing of employment for the unemployed in the community, but this is incidental to and necessary for fulfilment of the Charity’s purposes. Purpose 2: “To advance education for the public benefit in all matters relating to the environment especially its preservation and protection with a view to moving towards sustainable development”. The Charity meets this purpose by ensuring that industrial development is located on a purpose-built site with full planning permission and adherence to environmental requirements. The occupiers of the units are advised in environmental requirements and asked to ensure that they meet those requirements. It is the intention of the Charity to help educate others regarding sustainable development and protection of the environment through the provision of small grants to community groups for talks and facilities. To provide small grants to assist in environmental clean-up of community facilities and to educate those using such facilities to comply with requirements to protect the environment. Purpose 3: “To provide facilities in the interests of social welfare and for recreation and leisure time opportunities” The Charity wishes to help other community organisations in providing leisure time activities such as luncheon clubs, community groups and children and young people’s organisations. The Charity wishes to build upon the work of voluntary organisations in enhancing activities and facilities for the socially disadvantaged through the use of pre-existing halls and centres and community buildings.

The operation of Oriel Developments Limited (a company in which C.A.D.E.T holds 50% interest). Oriel Developments Limited (company number NI 034586) owns a development at Flurrybridge Enterprise Park consisting of 19,600 square feet of light industrial workspace. This initiative provides much needed employment in the area, relieves poverty and
enhances economic development in the South Armagh Area. Charity supports initiatives which lead to social and community development to the benefit of the community in County Armagh and especially South Armagh and it's immediate hinterland, Northern Ireland. Charity advances education for the Public Benefit in all matters relating to the environment especially its preservation and protection with a view to moving towards sustainable development.
