Public benefits

The public benefits that flow from the purpose are to (i) provide, maintain and manage a community educational resource centre with the outcomes being increased social inclusion through the provision of an accessible community centre, provision of a safe setting where the beneficiaries from the area of benefit can participate in a range of services

thus leading to increased self-esteem, increased self-efficacy, improved mental health, improved educational attainment, reduced isolation, enhanced social and community identity, increased motivation and aspiration, reduced negative behaviours, promotion of independence, enhanced holistic wellbeing and improved overall quality of life; (ii) advance education and the development of children by providing relevant activities, events and specific educational development opportunities leading to beneficial outcomes of development of emotional intelligence, improved holistic development including cognitive, physical, social, emotional, and communication, promoting early socialisation to develop social identity and belonging; (iii) promote or assist in the promotion, facilitation and organisation of community capacity building programmes by working within local partnerships to offer tailored support to the area of benefit leading to increased capacity within the local population, enhancement of community cohesion and long-term reduction in social issues, including poverty, ill health, lack of educational attainment and unemployment; (iv)provide training for parents and carers of children in child development, family learning, parenting and other appropriate subjects through the provision of nurturing, development and recreational activities leading to strong family dynamics, positive parenting, self-awareness, increased emotional literacy/emotional intelligence, coping strategies, societal cohesion, social inclusion, positive attitudes to difference, and increased knowledge; (v) relieve unemployment by providing a range of skills-based courses alongside programmes to develop employment potential leading to enhanced ability to gain employment, increased opportunities to access a wide range of educational and employment options, reduced dependency of benefits, reduction of poverty and associated difficulties and enhanced confidence and self-worth; (vi) advance any other exclusively charitable purpose leading to the opportunity for beneficiaries’ to reach their full potential. The benefits to the local population are evidenced through evaluations, feedback, ongoing consultation with the beneficiaries and records of those achieving accredited qualifications. There is a potential risk of the beneficiaries becoming over-dependent on our services, therefore minimising their self-help improvements, but our Board, staff and volunteers ensure that each person has the opportunity to progress, grow and flourish within our setting. A private benefit flowing from these purposes is that gained by facilitators, tutors or other delivery personnel who provide activities, educational training courses and programmes in a paid capacity for the local community from our centre. This private benefit is incidental in achieving the purposes.

Charitable purposes

The Company’s objects are specifically restricted to the advancement of community development, the advancement of education and the development of children, the relief of poverty, sickness and the aged and the promotion of the benefit of the inhabitants and in particular but not exclusively children under statutory school age (under the age of 5) (hereinafter called “the beneficiaries”) of the Ballysally estate area of Coleraine and its environs within County Londonderry (hereinafter described as "the area of benefit") without distinction of age, gender, disability, sexual orientation, nationality, ethnic identity, political or religious opinion, by associating the statutory authorities, community and voluntary organisations and the inhabitants in a common effort to provide facilities in the interests of social welfare for recreation or other leisure-time occupation, with the object of fostering a community spirit and improving the conditions of life for the benefit of the inhabitants and in particular to: (a) the provision, maintenance and management of a community educational resource centre and facility for the use of the inhabitants for activities promoted or facilitated by the Company including use for meetings, lectures, classes and other forms of recreational and leisure-time occupation with the object of improving the conditions of life for the said inhabitants; (b) to advance education and the development of children through the provision of high quality and affordable childcare, development and play facilities and facilities for the recreation and education of children out-of-school hours and during school holidays and, in addition, to provide care and educational development to those children under statutory school age in the interests of social welfare so as to develop their physical, mental and emotional capacities; (c) to promote or assist in the promotion, facilitation and organisation of community capacity building programmes and projects for the benefit of the inhabitants within the area of benefit who have need of such assistance as a result of their youth, age, disability or infirmity, or social and economic circumstances, in an effort to increase the abilities, skills and self-confidence of such inhabitants; (d) to provide training for parents and carers of children in child development, family learning, parenting and other appropriate subjects; (e) to relieve unemployment through the provision of high quality and affordable childcare, training, learning and employment initiatives; (f) to advance any other exclusively charitable purpose as the directors, may from time to time, decide in accordance with the law of charity.
