(1) The public benefits that flow from the purpose of urban and rural regeneration are:- (i) The creation of employment, training and work experience opportunities for residents living in economically and socially deprived areas and consequently a reduction in poverty, unemployment and hardship, leading to a better quality of life for the
beneficiaries and consequent improvements in health and well-being. (ii) Enhanced knowledge about setting up and running small businesses and social enterprises resulting in increased levels of self-employment and better prospects of sustainable development. (iii) Increased levels of knowledge and transferable vocational skills among employees / work experience trainees, assisting in the creation of a more educated, skilled and qualified community. (iv) A greater sense among the beneficiaries of more fulfilled and purposeful lives, resulting in a safer, more stable and cohesive community. (v) Increased potential for innovation and progress, creating a more dynamic and prosperous society. These benefits can be evidenced in records kept by various agencies of the number of jobs and work experience opportunities created and the numbers of those who have successfully completed training courses. Evidence can also be found in independent evaluations of the activities of enterprise agencies carried out by funding bodies and in community surveys of living standards and attitudes. Some private benefit is obtained by the owners of small businesses who rent units on favourable terms, but this is ancillary to the main purpose and is greatly outweighed by the gains in public benefit. No harm arises from this purpose. (2) The public benefit that flows from the purpose of advancing education for the public benefit by raising awareness and increasing knowledge of the importance of economic enterprise, entrepreneurship and enterprise sustainability is enhanced knowledge and understanding among adults and young people of the importance of all aspects of enterprise development. This benefit can be evidenced by data on the number of people taking part in enterprise events and educational workshops and the feedback they provide and by evaluations of the work of LEDCOM. No harm or private benefit arises from this purpose.

LEDCOM is a social enterprise with charitable status governed by a voluntary board of directors/trustees with a focus on community based economic development and regeneration. It provides a blend of facilities and services, including advice, information, mentoring and training to support the start-up and growth of micro/small businesses and social
enterprises. LEDCOM offers a variety of industrial, office and incubation units for rent on supportive terms at various sites in the Mid &East Antrim and Antrim & Newtownabbey Borough Council areas. A variety of conference and meeting and facilities are also available for hire to both businesses and community and voluntary organisations. Business incubation and development support is provided, including business information, secretarial services, linkages to government support services, specialist advice and sources of finance. LEDCOM offers a range of business start-up, business growth, innovation and development programmes to support and encourage community based economic development. These programmes are supplemented by business seminars and clinics, training, informal advice and mentoring and networking events/opportunities.
