Public benefits

The trustees of Extern Group believe that the charity’s five purposes satisfy all elements of the public benefit requirement. The first purpose is to promote, support or carry on either alone or in co-operation with any other body, authority or person, any project or scheme in connection with the prevention of crime and delinquency and the

provision of community based projects as alternative to custody. The benefits that flow from this purpose include an improvement in quality of life afforded by a reduction in levels of crime and anti-social behaviour, and improvements in life and career prospects for individuals who engage with the programmes that are delivered in fulfilment of this purpose. Evidence of delivery is captured in mandatory returns to the charitable and statutory funders who support the organisation’s programmes in pursuit of these societal benefits. The organisation includes case studies and testimonies from service-users outlining the benefits they experience as individuals in its annual reports and other awareness-raising literature. The beneficiaries for this purpose are the public at large who gain from a reduction in crime and anti-social behaviour, and individuals engaged by the organisation’s programmes of betterment. Our second purpose is to further and promote the study of and research into all aspects and methods of the prevention of crime and delinquency and to obtain and make records of and disseminate information concerning the same. The benefits that flow from this purpose include the reduction in crime and anti-social behaviour. This is achieved through enhancing practitioners’ knowledge, as well as the body of academic literature that informs practice, leading to the adoption of increasingly effective and efficient measures to reduce harmful behaviours. The outcomes representing these benefits are evidenced in the academic, educational and training materials which are produced to support a range of training programmes in the public domain. The public benefits from the promotion of crime prevention and the reduction in anti-social behaviour afforded by the dissemination of attendant research and best practice, as do those individuals who engage with intervention programmes. The charity’s third purpose is to carry on, assist or promote the establishment, support, provision and maintenance of clinics, day centres, schools, homes, hostels, clubs, housing associations, institutions, workshops, work schemes, employment projects, libraries and other places in connection with the furtherance of the objects of the charity or any of them, and to provide services at or in connection with such places, either gratuitously or otherwise. The benefits flowing from this purpose include better social inclusion through the delivery of improved physical and mental health outcomes; and higher quality accommodation and improved educational and career prospects for vulnerable people. Its benefits are evidenced through the compilation and requisite publication of data on service users’ outcomes and submitted to statutory and charitable funders at agreed intervals, usually quarterly. These evidencing activities include the deployment of impact measurement tools and the capture of users’ experiences, for example, through structured interviews. Benefits arise for individuals experiencing, or at risk of experiencing, adverse mental, physical, environmental or financial situations and whose engagement with Extern’s programmes improves their quality of life. The public also benefits from increased levels of social inclusion, employment and health. The charity’s fourth purpose is to promote, co-ordinate and assist other bodies, authorities and persons in the achievement of the objects of the charity. The benefits flowing from this purpose include improved capacity and effectiveness among voluntary and public sector bodies to positively affect beneficiaries’ quality of life through the sharing of best practice and collaborative working. The evidence that the benefits are being realised is observable in that projects are being publicly run by and with Extern in collaboration with other voluntary and community sector organisations, and those others which include one or more statutory partners. The effectiveness of these joint programmes are in turn measured through the capture of metrics on service user outcomes, such as Quality of Life indicators. The range of benefits include enhancements to the effectiveness and efficiency of social work provision to the public, and to the quality of individual interventions to those service users who engage with the charity’s programmes. Extern Group’s fifth purpose is to act as the holding and co-ordinating organisation to any charitable undertaking controlled directly or indirectly by the charity or in which the charity is interested and to co-ordinate, finance and manage all or part of the undertaking of any such charity including the provision of finance, services and facilities to such charitable concerns. The benefit flowing from this purpose is an increase in the number of beneficiaries who can avail of the group’s services as a consequence of the more effective use of resources made possible by the economies of scale and efficiencies afforded to the Extern group of charities through collegial resource-sharing. The evidence of the benefit is observable from service user metrics maintained and made public by Extern Group. As well as the individual beneficiaries, the public gains from the realisation of benefits from this charitable purpose because it results in a greater number of people receiving care and advice than would otherwise be the case. No harm arises from any of Extern Group’s five purposes. No individuals, nor any organisations, gain any private benefit through the charity’s realisation of its five purposes.

What your organisation does

Extern Group’s overarching mission is to help people to improve their lives and make communities safer. The charity manages the governance, financial and human resources, learning and development, business development, safeguarding and Health & Safety and estates and fleet, welfare and support for all organisations that form part of the Extern

family of charitable companies. This enables those organisations to focus on direct service provision targeted at their direct beneficiaries including in NI: Children and young people who are supported through early intervention, prevention and diversionary services to remain in the community with their families; people who are homeless, at risk of homelessness or have been rehoused after a period of homelessness and are dealing with a range of complex issues such as poor mental health, addiction and dependence, anti-social behaviour; adults and young people who are unable to access mainstream education or training due to complex lives, offending and anti-social behaviours, who can attend Extern's alternative education and training programmes; people who have offended and are now resettling in the community and are provided with a range of support to promote rehabilitation and reduce their likelihood of re-offending; individuals/families who have been granted refugee status and given leave to remain. The Extern Group charity provides facilitation, administration and management of key personnel for partnerships between members of the Extern family of charities and other voluntary and public sector organisations to deliver a range of social welfare programmes. In addition Extern Group also provides direct support to social work students and other charitable organisations engaged in providing social work experience for students.

Charitable purposes

The charity’s objects (“Objects”) are specifically restricted to the following: (1) To advance mutual understanding, respect and practical co-operation by promoting best practice in the provision of services in response to the assessed needs of children, adults, families and communities, in order to promote social inclusion and reduce the incidence of anti-social and criminal behaviour affecting people of the United Kingdom and Ireland. (2) Nothing in these articles shall authorise an application of the property of the charity for purposes which are not charitable in accordance with section 2 of the Charities Act.
