Public benefits

Purpose 1. The benefits that flows from the purpose is the easing of isolation; improved mental health and wellbeing; enhanced independence; reduced levels of stress and anxiety; social integration; community inclusion; and improved quality of life for those people in West Tyrone who have been impacted by the Troubles. The benefit of social

activities far outweigh the possibility of harm that might occur and is considerably minimised by the various policies for health and safety, codes of conduct, safeguarding and child protection which are in place. Whilst undergoing counselling there may be a slight risk of re-traumatising the client however this is an infrequent occurrence and the risk is mitigated by the use of professional and fully trained therapists and by following governmental and health department guidelines. There is a private financial benefit to those companies and organisations ( coach companies, hotels, restaurants, cultural facilities, counselling services, therapists, etc.) whose services are used by the group to effect social support, mental health and wellbeing programmes. This benefit is necessary to enable the group to deliver the benefit to the membership. A strict procurement policy as well as a conflict of interest policy is in place for all events, programmes and functions. A private benefit to trustees may arise from our programme of on-going training in good governance, finance and other committee related training. This benefit is necessary to ensure the group comply with Good Governance standards within the voluntary sector and to the standards required by our funding bodies. The trustees are identified as beneficiaries and may avail of services provided by the group. The trustees apply for and are assigned services in the same way as all other beneficiaries, therefore the benefit is incidental. The services offered by the Group do not incur any cost to the participant so long as the beneficiaries comply with the criteria set out in the Victims & Survivors Order 2006. Purpose 2. The benefits that flows from the purpose is the advancement of education (especially for young people); enhanced knowledge and understanding of society; greater understanding of history by visiting cultural and historical landmarks; improved community life and inclusion; social integration; transferable economic and vocational skills; and improved quality of life for those people in West Tyrone who have been impacted by the Troubles. Any harm that might occur during the delivery of an educational programme is combated by the various policies for health and safety, codes of conduct, safeguarding and child protection which are in place and should not adversely impact the benefit. There is a private financial benefit to those tutors and others whose services are used by the group to deliver the educational and development programmes. This benefit is necessary and incidental to ensure the benefit is provided to the beneficiaries. A strict procurement policy as well as a conflict of interest policy is in place for all events, programmes and functions. The benefits are evidenced by the number of people accessing our services; feedback from users; regular internal and external monitoring and evaluation; reporting of activities in quarterly bulletins; financial performance in annual reports and accounts; reports to funding bodies; surveys and Government statistics. The services offered by the Group do not incur any cost to the participant so long as the beneficiaries comply with the criteria set out in the Victims & Survivors Order 2006.
