Public benefit All the Purposes of the Palatine Trust are of public benefit. In particular, the Palatine Trust exists to try to secure the preservation, protection and improvement of the buildings of historic and architectural interest and merit in or near Palatine Square, Killough, County Down. Palatine Square is part of the Killough Conservation
Area as designated by the Department of the Environment under Article 50 of The Planning (NI) Order 1991. In addition, the Trust also strives to restore and improve publicly owned landscapes and townscapes within the boundaries of the Conservation Area. These Purposes therefore provide benefit to all members of the public through enhanced public understanding and enjoyment of the historic fabric and townscapes of the Conservation Area of Killough, thereby promoting a sense of pleasure and wellbeing. The Palatine Trust understands that to fulfil these Purposes it is essential that all buildings or townscapes aided by the Trust are either publicly visible or publicly accessible. The educational Purpose of the Palatine Trust has been fulfilled by the provision of booklets and leaflets and information boards providing for the public a greater understanding of the historic built environment, and historic background and context of these. The advancement of environmental protection and improvement Purpose of the Trust has been fulfilled by the repair and rebuilding of historic sea-protection walls and the repair of public walkways within the Conservation Area boundaries of the village. Potential harm No harm arises from any of the Trust’s Purposes. Private benefit or unintended beneficiaries In the Trust’s projects there are no private benefits. All the townscape improvements undertaken, which include repair of the historic pier and associated coastal pathways, are in public ownership and accessible to the public. A derelict former school has been restored and is now in use as a community hall and youth centre administered by a separate charity. One 18th century building in Palatine Square was restored in partnership with a private owner. This work was undertaken in 2004 through the Heritage Lottery Fund Townscape Heritage Initiative project, and followed the HLF financial guidelines that ensured no private benefit accrued to the owner – i.e. funds were provided only to cover the ‘conservation deficit’. No private benefit derives for trustees of the Palatine Trust. The Trust has no paid employees and does not maintain an office. Trustees are not recompensed in any way for the time, travel or expertise they provide free of charge for the benefit of the trust. The only overhead is the annual payment for auditing of accounts.
