<< BENEFIT ELEMENT >> What is the Association’s charitable purpose? The Association’s charitable purpose is the advancement of health or the saving of lives 1. For patients and users of the South Tyrone Hospital in Dungannon. 2. Where the Doctors and medical staff identify a need for additional facilities or specialist equipment NOT provided by the
Southern Health & Social Care Trust ( SH&SCT) e.g. Bladder Scanner, Foetal Monitor / Scanner, Monitors for the Day Procedure Unit, Parallel Bars for the Physiotherapy Dept, plus specialist items for patient comfort. 3. And such equipment or facilities, when provided by South Tyrone Hospital Local Comforts & Free Funds Committee ( STH.LC&FFC ), may be located or deployed in any part of the South Tyrone Hospital complex, depending on the specific medical or ancillary purpose to which they are applied. What benefit flows from the purpose? The direct benefits that flow from the purpose include: 1. For the PATIENTS & users of South Tyrone Hospital. They will get better treatment and care because of enhanced facilities and equipment provided to the hospital by the STH.LC&FFC. Because their medical treatment will be improved they can, in addition, expect a shorter and more comfortable period of recovery. 2. For the SOUTH TYRONE HOSPITAL Management Board, the Doctors & Medical Staff The overall medical treatment & service provided by the hospital to its patients will ultimately be enhanced because of the continuous interaction between the hospital & the STH.LC&FFC. When the doctors or medical staff identify a significant need for additional equipment or for ancillary amenities that ARE NOT provided by the SH&SCT, and when the proposal is costed & justified to the STH.LC&FFC, then it is considered for approval. Where a proposal is approved, the equipment / amenity is purchased and given to the hospital for its sole use. Over time therefore, more benefits flow from this activity as the hospital can offer better treatment to future patients. Can you demonstrate this? These benefits will be demonstrated through evidence provided 1. in Hospital Medical Records. Where the enhanced treatment of patients will be recorded. 2. in Letters from Patients. Where Patients write letters of thanks for the enhanced comfort and care provided by the hospital. 3. in Doctor & Staff reports. Where the performance of the new equipment or amenity provided will be reported back to the STH.LC&FFC by a staff member appointed as a liaison officer between the hospital and the committee. Is any harm or possibility of harm outweighed by the benefit? It is not envisaged that the purposes of our Charity will lead to any harm, therefore no question arises that it will outweigh the benefits. << PUBLIC ELEMENT >> Who Is the Benefit For? The Charity’s beneficiaries are a. Any member of the public who becomes ill and are either, referred by their doctor, or otherwise attend, for treatment at the South Tyrone Hospital in Dungannon, and b. by definition they are only direct beneficiaries during their treatment period. However they should also be considered as continuous beneficiaries after enhanced treatment, where better health is more permanently restored. Is There any Private Benefit? There is no private benefit flowing to anyone from this purpose, other than to those described as beneficiaries.

The South Tyrone Hospital Local Comforts & Free Funds Committee ( STH.LC&FFC ) has existed since around 1955, shortly after the new STH opened. It was established for the sole purpose of providing items of equipment & items of comfort primarily for the benefit of all patients & out patients in every department. These items are over & above the
equipment provided by the Southern Health & Social Care Trust ( SH&SCT ). In the last decade, with severe restrictions on SH&SCT funding for the hospital, the work of the committee has become more important. In recent years the committee has provided significant diagnostic equipment such as a Bladder Scanner & a Foetal Monitor & Scanner. The Committee which meets five times each year wishes to continue this work, but now do it with Charitable Status. A well established procedure is followed when deciding to purchase an item of equipment ( or update an amenity) & donate it to the hospital. Doctors & Medical Staff in the hospital identify where there is a need for equipment or an amenity that cannot be provided with SH&SCT funding. The project is researched, evaluated and costed. A proposal is presented to the committee for their consideration. After consideration, & if approved, the committee adopts the project, and on sight of vouched invoices from the relevant hospital department, payment is made either directly to the supplier or through the hospital finance department. All items so acquired are then the responsibility of the hospital and donated for their sole use. To do this the committee raises funds in several ways. Primarily, there is an annual street collection organised across Dungannon. Also, on an ad hoc basis, there are individual donations & also bequests (usually from former patients or their families).
