Promote efficiency and effectiveness of VCS by providing information, advice, education, training, consultancy, technical and practical assistance in evaluation.The benefit is that VCS organisations have the advice, training and support required to evaluate their work and can use this to improve the effectiveness and quality of their services.This

is evidenced through feedback from VCS organisations about the ways in which they have used the support provided to enhance planning, delivery and review of services. No identifiable harm relates to this purpose.Immediate beneficiaries are managers, staff and volunteers from VCS organisations who develop understanding, knowledge and skills in evaluation. Applying this within their organisations ensures that members of the public who use their services receive quality support relevant to their needs. Promote understanding and advance education among policymakers and funders who work with VCS by providing information, consultancy and research in evaluation.The benefit is that policymakers and funders are helped to identify and measure the difference which their funding makes to those in need and can use this to inform better decision-making and targeting of resources to the VCS and its beneficiaries.This is demonstrated by feedback about the ways in which policymakers and funders have used CENI’s support to enhance policies and practice directed at the VCS. Case studies illustrate changes made to planning and measuring the impacts of funding programmes.Policymakers and funders may use evaluation to inform decisions which could impact negatively on some organisations (eg reduced funding). This is outweighed by benefits achieved through more effective targeting of resources and enhanced service provision to those most in need.Immediate beneficiaries are policymakers and funders who develop knowledge and understanding which supports the development of policy, initiatives and practice relevant to the VCS. This ultimately benefits the public who utilise the services of VCS organisations. Promote and advance education through charitable research into evaluation theories and methods to improve evaluation practice in VCS.The benefit is the development of evaluation approaches and methodologies appropriate to the needs of the VCS. This enhances the planning, design and implementation of evaluation in the VCS and ultimately contributes to improved efficiency and effectiveness of services.This is evidenced by the extent to which policy makers, funders and the VCS adopt appropriate evaluation approaches, including feedback and case studies to illustrate change.No identifiable harm relates to this purpose.Immediate beneficiaries are policymakers, funders, managers and staff from VCS organisations. By understanding and applying appropriate evaluation approaches, this in turn impacts upon improved delivery of services to those in need. Act as representative of VCS in relation to evaluation policies and practice and promote and facilitate co-operation between VCS, policymakers and funders.The benefit is improved relationships between VCS organisations, policy makers and funders in relation to evaluation policy and practice. This contributes to the implementation of better approaches to evaluating the outcomes of VCS activities.This is demonstrated by the extent to which policy makers, funders and VCS organisations engage in collaborative activities including numbers attending conferences, events, etc and feedback about the extent to which these bodies and organisations have changed their approaches to evaluation. What your organisation does

CENI is a specialist infrastructure support organisation providing monitoring and evaluation services to the community and voluntary sector and its funders. These are designed to help organisations to use evaluation and impact approaches to support the planning, delivery, review and improvement of services. We provide: • Information and advice on

evaluation and impact practice issues including website, newsletters, briefings, seminars and events as well as one-to-one support and signposting to other resources. • Training and support to develop skills across the whole range of evaluation / impact practice activities, including planning, capturing and demonstrating outcomes. This is provided in a range of formats and options and includes open generic courses as well as customised programmes of training and support, tailored to the needs of individual projects and organisations. • Consultancy support including the development of outcomes frameworks for funding programmes and support with implementation at programme and project level. We also carry out evaluations of funding programmes, funded projects and organisations within the voluntary and community sector. • Research and development including the development of new approaches to evaluation and impact practice for the voluntary and community sector. We also work with policy makers and funders to promote and inform the development of impact practice within their programmes. This includes carrying out research into evaluation practice and support needs and the development of appropriate evaluation and impact methods.

Charitable purposes

The Company’s objects are specifically restricted to the promotion, development and support of the voluntary and community sector, the advancement of education and the advancement of community development in Northern Ireland and in any other part of the world as the directors may think fit by associating the statutory and local authorities, voluntary organisations and the inhabitants in a common effort to promote evaluation practice and in particular: a) to promote the efficiency and effectiveness of voluntary and community organisations, charitable organisations and projects in the area of benefit by providing information, advice, education and training, consultancy, and technical and practical assistance in the evaluation of programmes and projects connected with the work carried out within such voluntary and community organisations, charitable organisations and projects for the benefit of the public; b) to promote understanding and advance education among policymakers and funders, including Government departments, statutory agencies, local authorities and independent funders who work with voluntary and community organisations, charitable organisations and projects in the area of benefit by providing information, consultancy and research in evaluation practices in order to assist in the promulgation of effective policies, initiatives and good practice in an effort to optimize decisions relating to the voluntary and community sector; c) to promote and advance education through charitable research in the theories and methods of evaluation in order to improve evaluation practice in the voluntary and community sector and to disseminate the results of such research to charities, policy makers and funders engaged in the voluntary and community sector in an effort to promote their efficiency and effectiveness for the public benefit; d) to act as a representative of the voluntary and community sector, charitable organisations and projects in the area of benefit in relation to evaluation policies and practice and in so doing promote and facilitate co-operation between voluntary and community organisations, policymakers and funders engaged in the furtherance of any of the above purposes. For the purposes of this article ‘evaluation’ means the systematic and objective assessment of an on-going or completed project, programme or policy; its design, implementation and results to determine the relevance and fulfilment of objectives, development, efficiency, effectiveness, impact and sustainability.
