The purposes of East Belfast Sure Start are to promote the benefit of the inhabitants of East Belfast, and in particular but not exclusively children under four years of age and their families, without distinction of sex, age, special needs, race, or political, religious or other opinions by associating together the said inhabitants, local

authorities, public agencies and voluntary and other organisations in a common effort: - to relieve poverty, sickness and disablement The direct benefits which flow from this purpose include: Children prepared for school/education. Parents aware and informed of entitlement to social benefit system, inclusion of children with special needs, accessible, low cost childcare. These benefits can be demonstrated by: Verbal feedback from parents whose children attend childcare programmes etc. Evaluation reports, questionnaires and surveys completed by parents using a range of services. - to preserve and protect health The direct benefits which flow from this purpose include: parents are aware and informed of general healthcare issues for them and their family and signposted to relevant specialist support services such as Child development Clinic, Autism Centre. And Health and Social Care Services in the voluntary and statutory sectors. These benefits can be demonstrated by: The number of children referred to specialist support services who will receive early intervention and better health care. Improved health and social care provided for and by families. The Sure Start data base provides statistical returns of beneficiaries. - to advance education The direct benefits which flow from this purpose include: Children able to flourish at home and when they get to school, Parents participating in training and development programmes that enhance their skills and knowledge and parenting abilities. These benefits can be demonstrated by: Following training courses and parenting programmes evaluations are carried out with parents. Children receiving quality care and education at Sure Start will leave with transitions reports to share with nurseries and primary schools. - to provide facilities in the interest of social welfare for recreation and leisure time occupation with the object of improving the conditions of life for the said inhabitants The direct benefits which flow from this purpose include: families able to access social and leisure facilities to improve the health and well- being of all the family. These benefits can be demonstrated by: Monthly reports recorded on number of families who use the service and have improved access to recreation and leisure facilities. The beneficiaries are: families with pre-school children 0-3 and mums/dads to be who live in the designated area for Sure Start in the 25% most disadvantaged wards of N.I. There is no harm flowing from this purpose: All early years settings have been registered with Social Services and inspected in a yearly basis. Routine risk assessments are carried out on all activities to ensure health and safety. A qualified staff team with the skills and expertise to avoid harm or risk to participants. Policies and Procedures are followed with due regard to ensure the health and safety of user groups. The only private benefit flowing from this purpose is that the Board/Management Committee employ a staff team to carry out all services and provision. This is incidental and necessary to ensure the organisation provides benefit to its beneficiaries. Policies and procedures are in place to safeguard the organisation and staff in terms of proper Governance and Accountability.

~ Home visiting/family support service that can provide families with additional support and information on specific issues such as housing, benefits, family issues, physical and mental welling being and a sign-posting service to more specialised help if required. ~ Programmes for dads/male carers and their children ~ Antenatal support which

aims to help you enjoy a healthy pregnancy, prepare you for the birth of your baby and also for becoming a parent. Additional services can include early pregnancy classes, yoga for pregnancy and delivery of Mellow Bumps programme. ~ Postnatal support for new mums including breast feeding support, infant massage, baby yoga, paediatric first aid and support for mums experiencing postnatal depression. ~ Services that support and promote good quality play, learning and childcare experiences for children, as well as those that enhance children's learning and well being ~ Parent and Toddler groups providing activities for parents and children including Rhyme Time, Cook It, arts and crafts and walking groups ~ Support for parents and children with additional needs, including speech, language and communication support ~ Health information and advice about family health, dental hygiene, nutrition matters and child development ~ A range of seasonal events, fun activities and trips ~ Development Programme for Two Year Olds - providing children aged 2-3 years in their pre-nursery year with play and learning opportunities which will help prepare them for nursery school.
