Public benefits
The public benefits that flow from these purposes are: (a) reduced levels of offending and re-offending (b) enhanced educational attainment, transferable skills, capabilities and capacities and improved potential to secure employment; (c) improved parenting skills and family relationships; (d) increased engagement in civic society and the local
community; (e) improved wellbeing and resilience. The beneficiaries are young people in Northern Ireland and elsewhere up to the age of twenty-five years, in particular but not exclusively offenders, ex-offenders and those at risk of offending. These benefits can be evidenced through internal monitoring records kept on the participation, progress and development of the beneficiaries, feedback from the beneficiaries and evaluations of the work and impact of Restart (NI). No private benefit arises from these purposes. The risks associated with working with young offenders is managed through the family support and counselling services with our partners (Bryson House and Barnardos) that ensure any potential harms are identified and mitigated through robust procedures for referral, employment support and supervision, health and safety procedures and adhering to relevant equality legislation.

Family support services will be provided to the beneficiaries in preparation for leaving custody as well as a full induction and training for any job roles in the businesses of the company. Family and counselling support will also be provided. As key stakeholders, the beneficiaries will have a key role in developing the strategy of the businesses.
12 staff are to be employed in the businesses from young people transitioning out of custody. Initially, the beneficiaries of Restart (NI) will be young people transitioning out of custody in Hydebank Wood Young Offenders Centre and Prison to help them to turn their lives around, prevent recidivism and realise their potential. In pursuit of its objects and charitable purposes, Restart (NI) has established a new social enterprise (The Book Reserve) that will provide employment and training opportunities for beneficiaries. The initial work of Restart (NI) and The Book Reserve is supported by the Department of Justice and is part of the Breaking the Intergenerational Cycle: 6 in 10 project to change the life of the young child by targeting their young parent through a mix of family, parenting and training interventions and employment for one year in a social enterprise set up specifically to aid the young parent with developing the skills they need to secure permanent employment.

The charity's objects are to act as a resource for young people in Northern Ireland and elsewhere up to the age of twenty five years, in particular but not exclusively offenders, ex offenders and those at risk of offending by: 1- advancing their education and training in order to prepare them for working and adult life 2- providing them with an opportunity to build capacity by establishing and growing a café and bookshop business
