Public benefits
Objects: (i) the creation of training and employment opportunities by the provision of workspace on favourable terms;(ii) the relief of unemployment; (iii) the advancement of education and training; (iv) the relief of poverty. The public benefits that flow from these four purposes are an increase in jobs and training opportunities available for
people living in socially and economically deprived areas, a consequent reduction in unemployment, poverty and hardship, leading to a better quality of life for the beneficiaries, and an enhancement in knowledge and transferable vocational skills. These benefits can be evidenced in records kept by various statutory and non-statutory agencies of the number of jobs and work experience placements created and the number of those who have successfully completed training courses. Evidence can also be found in surveys of income and living standards. The owners of the businesses that rent space on favourable terms receive some private benefit but this is ancillary to the purpose and is outweighed by the public benefit that arises. No harm arises from any of these purposes. Object: The preservation and protection of health. The benefits that arise from this purpose are improved health and well-being among the inhabitants of the area of benefit, resulting in reduced pain, suffering and stress. These benefits can be evidenced through community health surveys. No private gain or harm arises from this purpose. Object: The protection or conservation of the natural environment. The benefit that arises from this purpose is a greater sense of well-being and inspiration that arises from living in aesthetically pleasing surroundings. This benefit can be evidenced through community surveys. No private gain or harm arises from this. Object: The preservation of the architectural and cultural heritage of the area. The benefits that flow from the preservation of landmarks, buildings and structures of historical and architectural interest are the enhanced aesthetic appreciation and enjoyment among the public that this creates along with a re-assuring sense of place and continuity. These benefits can be evidenced through community surveys. No private gain or harm arises from this purpose. Object: The provision of recreational facilities. The benefits that arise from this purpose are improvements in health and well-being arising from participation in leisure activities and social interaction with other beneficiaries. These benefits can be evidenced by monitoring records, evaluations and community surveys. No private gain or harm arises from this purpose.
