Public benefits
The direct benefits which flow from this purpose are the provision of quality affordable social housing, accommodation and assistance in the form of associated facilities and amenities for the preventions of relief of poverty or for those in need by reason of youth, age, ill health, disability financial hardship or other disadvantage. The benefits
which flow from Helm’s purposes are demonstrated as follows: 1. The provision to date of over 5600 homes currently providing accommodation for approximately 15000 tenants living independently or with associated support services across Northern Ireland. 2. Feedback from customers on the provision of the full range of services is executed independently on a rolling monthly survey programme by our Corporate Assurance team. A range of feedback and consultation initiatives are in place including a Tenants Forum comprising democratically elected tenant representatives to provide independent evaluation on services and inform the design of future services. The Department for Social Development defines a Housing Association as ‘a society, body of trustees or company • established for the purpose of providing; constructing; improving or managing; facilitating and encouraging the construction or improvement of housing accommodation; and • does not trade for profit and their constitution and rules prohibit the issue of capital with interest or dividend exceeding rates prescribed by the Department of Finance and Personnel, with or without differentiation between share and loan capital’. In addition to the benefit of providing over 5600 units of accommodation provided across Northern Ireland through our development function, Helm Housing also provides housing related services including response repairs and planned maintenance to its homes, supported housing services to those in need and a comprehensive range of housing management services including voids management and allocations, income recovery and neighbourhood services and supported housing to older tenants and those with special needs. Benefits can be demonstrated in a number of ways, namely: • Corporate Plan 2014-17 which identifies three strategic aims and associated objectives: o To build neighbourhoods o To deliver excellent services o To demonstrate value for money • Business Plan 2014/15 ‘Time to Deliver’ • Schedule of KPIs detailing performance against key targets • Satisfaction surveys of key service areas including: o Overall tenant satisfaction o Repairs o Allocations o Anti-social Behaviour (ASB) o New-build residents o Complaints • Tenant Engagement initiatives through: o Tenants Forum o Tenant Champion Initiatives o Tenant surgeries There is no harm flowing from this purpose. Helm’s business is conducted for the benefit of the community across Northern Ireland, including our tenants, those who are homeless, the general public, those who are unemployed or are on low incomes, those with mental health, learning and or physical disabilities. Helm’s beneficiaries also include the family members and carers of those who benefit directly from its services as detailed above. A private benefit to trustees may arise from our ongoing Board training programme which includes training in good governance, finance, risk management etc. Through this training, trustees gain skills and experience which may be transferable to other settings outside Helm Housing. These benefits are incidental and necessary to ensure the benefit is provided to our beneficiaries.

In addition to providing homes across NI, Helm offers a range of housing management services to the tenants living in its homes, as well as future tenants through its application of the housing waiting list. We offer a response and planned maintenance service to tenants, as well as neighbourhood services which help address issues such as
anti-social behaviour and our income recovery team assists tenants pay their rent and service charges. In addition we provide sheltered housing for older people and we operate under joint management agreements with a range of providers in the provision of housing support services to those with specialist housing needs.

Charitable purposes
The association is formed for the benefit of the community. Its objects shall be to carry on for the benefit of the community: the business of providing housing, accommodation, assistance to help house people and associated facilities and amenities for the preventions or relief of poverty or for those in need by reason of youth, age, ill health, disability, financial hardship or other disadvantage Any other charitable object that can be carried out by an Industrial and Provident Society registered as a housing association by the Department.
