Public benefits
The Trustees (Governors) are satisfied that both elements of the requirement are met for both purposes. Purpose 1 – “For the education of poor children and young persons in the Parish of Kirkinriola and neighbourhood” The direct benefits flowing from the purpose include; direct financial help to parents/parent/guardian of a child or children to
enhance their educational experience which would otherwise be restricted by financial hardship, an improved provision of resources and fulfilment of educational needs and requirements. These benefits can be demonstrated through feedback from the schools attended by the pupils, educational attainment or clear access to educational resources. No harm arises from the purpose. There are no private benefits arising from the purposes to unintended beneficiaries other than an allowance given to a secretary authorised by the Governors. The beneficiaries are children/young people in the Parish of Kirkinriola and neighbourhood (Ballymena Area) who are at primary school, in secondary education or further education. Purpose 2 – “For the benefit of poor Widows belonging to the Moravian Society at Gracehill” The direct benefits flowing from the purpose include; direct financial help to poor widows to enhance their financial circumstances which will ultimately lead to an improved standard of living – the Trustees are, however, limited in what can be achieved by the terms of the Endowment establishing the charity. These benefits can be demonstrated through feedback from the recipients. No harm arises from the purpose. There are no private benefits arising from the purposes to unintended beneficiaries other than an allowance given to a secretary authorised by the Governors. The beneficiaries are poor widows belonging to the Moravian Society at Gracehill – this is a closed class of beneficiaries but the ‘poverty exception’ will apply meaning that they are still a suitable class of beneficiary.
