Public benefits

Purpose:- “for the public benefit to promote the improvement of the standard of driving and riding and the advancement of road safety” What benefits flow from this purpose? By promoting the improvement in standards of driving and riding and advancing road safety, the public and individuals benefit from the potential for reducing the number, and

or severity, of road traffic collisions. These benefits include reducing:- • the incidence of death or personal injury to members of the public, and the consequential social and economic impacts for the individual, their family and society; • demands on and costs to, the emergency services, the NHS, and the Criminal Justice system. Can you demonstrate this? In overall terms these benefits are demonstrated by comparing accident rates for the motoring population as a whole with those for IAM members who have undergone our training and successfully passed the nationally recognised and independently accredited advanced driving test. A social impact evaluation carried out for IAM in August 2013* suggests that the relevant rates are: Killed or seriously injured ratio per licence holder - 0.7% IAM claim ratio per motorist (excluding damage only) - 0.2% * http://www.iam.org.uk/images/stories/policy-research/sroi-report-august-2013.pdf Which section of the public can benefit from our purposes? Our Skill for Life package is Adult Training (302), open to all qualified drivers, who may then individually benefit from improved road skills and potentially reduced insurance costs. Our promotion of road safety ultimately benefits all members of the General Public (309). We re-skill older drivers, helping Older People (317) maintain independence. We help Young drivers, Youth (332), improve their road skills and attitude to driving - this is a high risk group in the road casualty statistics for NI We help our own Volunteers (330) maintain their skills, personal development as observers, and with group activities and supporting roles. We have successfully prepared several people with physical disabilities for the Advanced Driving Test but we do not expressly target that group and consider it incidental to Adult Training. Is there any private benefit? There is no private benefit. All coaching is provided voluntarily at no additional cost to associates. The only exception to additional cost is for motorcycle associates - see below under additional fees. In some instances, there may be an incidental benefit as the mandatory IAM Local or National Observer qualification is paid for by IAM HQ. This qualification is externally accredited by the Institute of Motor Industries and has a perceived value, in particular to Approved Driving Instructors, but within the local group we have no visibility of that cost. In addition, ADIs observing with the group must give their services voluntarily and are expressly prohibited from using the group to canvass for business. Is there any potential harm? There is no identified potential harm from pursuit of our objectives.
