Public benefits

Travellers are an indigenous population who remain the target of prejudice and for whom there are major social, economic and health issues to be addressed. An Munia Tober works to help alleviate these issues. The Charity’s Objects are for the benefit of the public. 1.There is a high illiteracy level among Travellers and 92% have no GCSEs or

equivalent. 69% of Travellers of working age have no qualifications. A further 22% have low level qualifications. The poor experience of the previous generation in the education system also impacts on the experiences of today’s children. In furtherance of the above object An Munia Tober seeks to ensure that Travellers have the personal skills to articulate their needs as individuals and as a minority ethnic community and to participate fully in wider society. 2. The Northern Ireland Life and Times Survey 2009/10 demonstrated there is considerable prejudice against Travellers. • 55% of respondents would not willingly accept Travellers living in a house as a resident in their local area. • 30% of respondents would not willingly accept them as a colleague at work. • 46% of respondents would not willingly accept them as a close friend. In furtherance of the above object An Munia Tober seeks to increase understanding in the general public of the Traveller community, reduce prejudice against the Traveller community and make it easier for the Traveller community to co-exist with wider society. 3. Only 11% of Travellers are in paid employment i.e. 89% unemployed. 70% who are economically active have had no paid work in the last 10 years. In furtherance of the above object An Munia Tober seeks to enhance Travellers’ job skills and enhance their ability to compete in the mainstream job market. 4. There is clear evidence of deprivation and poor health among Travellers: (All Ireland Health Study NI – 2011 Mortality rates) • On average, Travellers die about 15 years earlier than the general population. • Only 1 in 10 of the Traveller population is over 40 years of age and only 1 in 100 is over 65. • Child mortality up to age 10 has been found to be 10 times that of the population as a whole. In furtherance of the above object An Munia Tober seeks to improve the health of Travellers and extend their life expectancy. An Munia Tober provides its services at no cost to members of the Traveller community in the Greater Belfast area. The services include a health project, support for Travellers at risk of losing their tenancy and training for young adult Travellers to support them in securing employment. In addition, cultural awareness and information sessions are provided for local youth groups, community and voluntary groups, social work students, qualifying teachers and local health providers. The needs of Travellers are advocated through membership of working groups including Belfast City Council Traveller Forum, Belfast City Council Community Safety Forum, Race Relations Panel and Regional Traveller Health Forum. The direct benefits of this work are evidenced in reports to funders including OFMDFM, the Belfast Health and Social Care Trust, Department of Social Development and Northern Ireland Housing Executive. The quality of services in meeting the needs of beneficiaries is assured through inspection by third party assessors such as Investors in People and the European Foundation for Quality Management. Any potential harms are outweighed by the service benefits and alleviated through a formal process of risk assessments alongside robust health and safety policies and procedures. There are no private benefits to any individuals connected with the organisation other than the payment of salaries to staff or fees to third party service providers which are a necessary requirement in order to provide our services and therefore incidental to the carrying out of the purposes.

What your organisation does

An Munia Tober is a Traveller support organisation dedicated to the reduction of inequalities that effect the Traveller community in Greater Belfast through improvements in health, housing, education/training and integration activities. As part of the Belfast Health and Social Care Trust action plan, An Munia Tober works with the local healthy

living centres on a range of health programmes tailored to meet the needs of the Traveller community. An Munia Tober also supports Travellers who are at risk of losing their tenancy, acting as an intermediary and advocate with NIHE, Housing Associations, Social Security and GPs to ensure the best outcome is secured. A training, education and employment programme prepares young adult Travellers to participate in mainstream training programmes and supports them in applying for jobs. In addition, cultural awareness and information sessions are provided for local youth groups, community and voluntary groups, social work students, qualifying teachers and local health providers.

Charitable purposes

The Charity’s Objects are to promote the following purposes for the benefit of the public: 1.To advance education within the Traveller community so as to facilitate Travellers in developing the awareness, confidence and skills necessary to realise their potential as individuals, as an ethnic minority; 2.To promote awareness among the settled general public about the experience, needs and cultural identity of Travellers; 3.To promote access to education among Travellers in the greater Belfast area including young Travellers and Traveller men and women, by the provision of educational pre vocational training programmes; 4.To improve the health and social well-being and health status of all Travellers but particularly those who are in conditions of need, hardship, sickness and distress.
