The Consortium attempts to raise awareness and understanding of domestic, regional and international human rights standards and how they apply in reality in Northern Ireland. The Consortium also provides training resources on United Nations Human Rights Treaty Monitoring processes and participation for civil society and training materials and
education on the process for developing a Bill of Rights in Northern Ireland. In regard to the educational work we undertake the beneficiaries are those who are eligible to receive and access the educational training, resources and events we produce. The primary targets for this work will be our own members but any training, resources and events we run or provide are also available publically so our educational work also benefits the public generally. Under description 8 the Consortium purposes clearly relate to the advancement of human rights at home in Northern Ireland. The Consortium raises awareness of domestic, regional and international human rights standards and legislation among civil society and the general public in Northern Ireland. It supports the securement of those human rights standards domestically in Northern Ireland through its work with civil society, public administrators and public authorities. It is a coalition of organisations committed to the advancement of human rights protections, raising public awareness about human rights and the process for creating a Bill of Rights in Northern Ireland. The benefit of this work is directly to our members and the public generally. DEMONSTRABLE Our public benefit is capable of being demonstrated through the activities, outputs and outcomes of our organisation. The meetings that take place with members and other stakeholders, the trainings with civil society and public groups, the education and awareness materials that are published and freely available to the public, our public commentary on specific human rights issues, the membership list of organisations that form our coalition and get value from their membership, the level of awareness and support for the concept of a Bill of Rights as demonstrable through our public opinion polling results, the participation in public consultations that we have helped encourage and the attendance at conferences and seminars we have hosted and the availability of associated materials from those events. HARM There is neither any harm or potential for harm as a result of the Consortiums purpose being carried out. Raising educational awareness and participation in advancing these standards at a NI level has and could have absolutely no potential harmful effects for anyone in Northern Ireland. Human Rights principles are formulated around the principles of basic respect for the dignity and inherent worth of every individual and therefore reflect best practise principles for the operation of a charity. PRIVATE BENEFIT The only potential private benefit that we can possibly conceive an individual gaining as a result of the Consortiums purpose being carried out might be that a person individually develops greater educational understanding in relation to human rights and how they apply in Northern Ireland. However we believe education to be a public benefit and most of the individuals who attend any of our training and awareness events do so on behalf of broader civil society and community groups with whom they then share and impart any knowledge, learning or experience gained – thus providing benefits beyond the individual. Generally we believe that because our membership is open to civil society and our events and trainings are also publicly available that there are no private benefits from our work.

The Consortium has over 160 member groups drawn from civil society, charities, NGOs, trade unions, community and voluntary groups and other organisations that are non- party political and non-state agencies with an interest in the protection and promotion of human rights in Northern Ireland and the process for creating a Bill of Rights. We convene
regular members meetings to share information on the implementation of various human rights standards, the gaps in implementation and protection, progress on and methods for becoming involved in the Bill of Rights process and updates on various awareness raising and educational opportunities in relation to human rights in Northern Ireland. We also maintain close contact with our members between meetings by producing updates and publications to keep them informed of latest developments. We are managed by a nine member Board of Directors elected directly from our membership. Additionally we carry out training and engagement to raise awareness and understanding of human rights and how they apply to Northern Ireland with a range of groups and organisations based on demand and staff availability. We produce publications that seek to educate the public on specific aspects of human rights protections and hold events for the same purposes. We engage with civil servants and elected representatives on the implementation of human rights standards and how raising awareness of human rights and ensuring the utilisation of human rights standards can be best achieved. Additionally we carry out opinion polling, public information campaigns, conduct and commission research, make consultation submissions, recruit new members, conduct visits to other jurisdictions and host artistic and creative events focussed on ensuring greater awareness about human rights among the public and the process for creating a Bill of Rights with a view to helping create a positive dialogue about human rights at a community level across Northern Ireland.
