Purpose 1 The direct benefits flowing from the purposes include the protection and conservation of environmental sites, objects, structures and buildings of architectural, historic, archaeological or engineering interest which leads to increased public access to and enjoyment of these as well as wider improvements in quality of life and health, for
example, through Increased journeys on foot and by cycle to work and school following improved linkages to communities and other recreation or other leisure-time pursuits. Purpose 2 The direct benefits flowing from the purposes include the promotion and facilitation of learning and education about the Lagan Navigation, its history, development, use, operation and cultural heritage which brings awareness, training, job creation, apprenticeship, volunteering and educational outreach and the provision of museums. Purpose 3 The direct benefits flowing from the purposes include awareness, training, job creation, apprenticeship, volunteering and educational outreach and the provision of the Waterways College programme. This promotes sustainable development in the vicinity of the Lagan Navigation and improves conditions of life in socially and economically disadvantaged communities in the vicinity. Purpose 4 The direct benefits flowing from the purposes include feeding into the underpinning of community planning, engendering citizenship through programmes of awareness, development of projects by groups and communities and animation and celebration events in rural and urban areas. The outlined direct benefits will be specific measurable, attainable, relevant and timely and are capable of proof through baseline data such as Quality of Life Indicators, indices of Multiple Deprivation, Health and Well being Statistics, Social Enterprise start up statistics and Economic performance data. Harm: In relation to all of the above, the activities set out by the Trust to reopen the Lagan Navigation are evaluated against risk to the environment, social impact, physical impact and economic impact and change where it impacts on the environment, communities, built structures and the economy. Mitigating risk and change is a priority of all project planning and this is done to minimise harms whilst maximising benefit realisation. No fees are charged to beneficiaries. Unintended beneficiaries could be publicly procured contractors or accommodation providers who benefit from increases in visitor numbers. The benefits are an incidental by-product of the fulfilling of the purposes. The charity also has a general provision to “further any purpose which is exclusively charitable under the law” and connected with the Lagan Navigation. In each case where the chairty undertakes work in relation to property which it does not own or hold in trust, any private benefit to the owner of the property is merely incidental.

The Navigation is a Scheduled Monument of regional importance. The objective is to reopen the Navigation - Belfast to Lough Neagh works c£100M delivered over 15 years. OBJECTIVES Ensure work is informed by fits the Pf G addresses the objectives of our partners and stakeholders; addressing poverty, social exclusion and climate change. Develop an
historic and cultural asset recognised locally, regionally and nationally as having potential to make a contribution to NIs economy; Ensure that the Trust is resourced to deliver a complex programme of work; Trusts Operational Area (OA) 300000 people in 64 sq miles With 141 schools, 35K+ pupil population, 7 railway stations. We do this by; Conserving, managing & interpreting the natural, built, cultural and industrial heritage of the Navigation; Restoring the historic structures of existing locks ; Reinstatement of towpaths and new paths between Belfast and Lough Neagh; Facilitating linkages between the Navigation, communities and public transport; and between existing facilities and additional ones e.g. links to villages in rural areas; Re-watering the Navigation through reinstating or repairing the weirs associated with each lock and lateral canal built in the 18th century to enable navigation; Canalised linkage to the Maze Long Kesh Site; Defining the potential for positive social impact in local communities;
