BENEFIT ELEMENT (1) provide facilities in the interests of social welfare for education, reacreation and other leisure-time occupation of inhabitants of the area of benefit who are in need of such facilities Benefit Provides access to recreational facilities to improve the quality of life for a range of people living in the Clogher

Valley. Demonstrating this The context of being a rural area, with pockets of deprivation, with issues around access to services and de-population is important. This need for these facilities is demonstrated by the increase in participation by groups such as young people and women who participate in activities, particularly in respect of playing amateur rugby, volunteering through being involved in coaching or supporting the provision of the facilities. A survey conducted this year also showed support for utilising the facilities as a community based resource. We are planning to develop a family annex which will enhance the facilities for the local community and have applied for grant funding to support this. Is there any harm or possibility of harm outweighed by the benefit Although there is the risk of injury from playing rugby football this is relatively small in number and impact and is significantly outweighed by benefits accruing from the provision of recreational facilities. (2) the promotion of community participation in healthy recreation by the provision of facilities for playing rugby football Benefits To improve the health outcomes of the Clogher Valley community through participation in the amateur sport of rugby football. Demonstrating this The rural context as stated above is important. The direct participation in both the regular training for, and the playing of, amateur rugby by men, women and young people is likely to have a positive impact on health outcomes. If there was no amateur sport provision it is possible that many of those involved now would not be involved in other healthy recreational activities. Is there any harm or possibility of harm outweighed by the benefit Although there is the risk of injury from playing rugby football this is relatively small in number and impact and is significantly outweighed by benefits accruing from the participation in healthy recreation. PUBLIC ELEMENT Who is the benefit for The charity's beneficiaries are those people living in the Clogher Valley who are in need of access to recreational facilities and all those members of community participation who want to participate in healthy recreation through playing amateur rugby football. Any private benefit No private benefit accrues from the club's activities. The only expenses disbursed by the club to individuals relate to services (e.g. caretaking) which are necessary to ensure that both the facilities and participation in rugby football are available to beneficiaries.

Charitable purposes

For the benefit of all of the inhabitants of the Clogher Valley and its environs (hereinafter called the ‘area of benefit’) the promotion of community participation in healthy recreation by provision of facilities for playing rugby football and ancillary to the foregoing:- -To provide facilities in the interests of social welfare for education, recreation and other leisure-time occupation of the inhabitants of the area of benefit who are in need of such facilities as a result of their youth, age, disability or social and economic circumstances and so that their conditions of life may be improved. -To provide support (financial or otherwise) for other charitable purposes as may be recommended by the Annual General Meeting of the Club
