Public benefits

The public benefits that flow from the purpose of urban regeneration are: (i) the creation of employment, training and work experience opportunities for residents living in economically and socially deprived areas and consequently a reduction in poverty and unemployment; (ii) enhanced knowledge about setting up and running small businesses and

social enterprises; (iii) increased levels of skills and knowledge of those employees/work experience trainees that are taken on. These benefits can be evidenced in records kept by various agencies of the number of job and work experience opportunities created and the numbers of those who have successfully completed training courses. Evidence can also be found in evaluations carried out by agencies such as Invest NI. Some private benefit is obtained by the owners of small businesses who rent units on favourable terms, but this is incidental to the main purpose and is greatly outweighed by the gains in public benefit. No harm arises from this purpose. The public benefit that arises from the advancement of community development is the increased efficiency and effectiveness of community and voluntary organisations that use the facilities and support provided, resulting in enhanced outcomes and service delivery and, consequently, an improved quality of life for those who benefit from the work of these organisations. These benefits can be evidenced by monitoring, quantitative and qualitative evaluations of the work of these organisations and feedback from individuals participating in their activities and events. No harm or private benefit arises from this purpose.

What your organisation does

Ballykeel Business Centre offers workspace units on favourable terms to those starting and growing their business. Facilities promote local entrepreneurship and opportunities for employment. Incubation start up package offers one month rent free and business advice through partnership with Ballymena Business Centre. Tenancy Agreements reflect a

maximum of 2 month notice period. In 2006 Ballykeel Business Centre was recognised as the most enterprising place in Northern Ireland and UK Highly Commended through the Enterprising Britain Awards sponsored by Invest NI. Ballykeel Business Centre offers training and meeting room facilities for those providing education, retraining, up skilling and promoting community development opportunities to the residents of the Ballymena South area. Organisations and services include - English, Maths, IT, Art, First Aid, Silk Painting for over 60's, Food Hygiene, Child Protection, Lip Reading Classes, Hard of Hearing for Elderly, Brain Injury Rehabilitation Classes, Fibromyalgia Group Meeting, Health and Beauty for Women, Emotional Health and Wellbeing, Dementia Awareness, Mood Matters, Youth Forum, DSD Renewal Group and Ballykeel Together.

Charitable purposes

The Charity's objects ("Objects") shall be: (1) The promotion for the public benefit of urban regeneration in Ballymena South and its environs (the "area of benefit"), in particular the Ballykeel ward, being an area of social and economic deprivation, by all or any of the following means: (i) the relief of poverty in such ways as may be thought fit; (ii) the relief of unemployment in such ways as may be thought fit, including assistance to find employment; (iii) the advancement of education, training or retraining, particularly among unemployed people, and providing unemployed people with work experience; (iv) the provision of technical assistance or business advice or consultancy in order to provide training and employment opportunities for unemployed people in cases of financial or other charitable need through help: (i) in setting up their own business, or (ii) to existing businesses; (v) the promotion and support of social enterprise and sustainable means of achieving economic growth and regeneration; (vi) the creation of training and employment opportunities by the provision of workspace, buildings and/or land for use on favourable terms. (2) The advancement of community development in the area of benefit and in particular the promotion of the community and voluntary sector for the benefit of the public by providing facilities, support and information to, and promoting good practice among, community and voluntary groups.
