Public benefits

The direct benefits which flow from the purpose of providing relief to necessitous persons include the provision of assistance for those in need. The ICAI BA provides a prompt response to applications for help, with each complete application considered at the next full board meeting brought forward for the attention by the Administrator who meets,

talks and corresponds with all eligible applicants and beneficiaries to help identify need. Using a non-judgemental approach, careful consideration is given to each case within agreed guidelines and, if deemed appropriate, financial help – tailored to meet individual needs – is provided in the form of a regular often monthly, short term grant, or as a one off payment, or an interest free loan, or help with retraining costs, or other assistance as deemed appropriate to the circumstances. The ICAI BA can source information for applicants in need from appropriate departments of the Institute of Chartered Accountants in Ireland, and external sources who can provide help and information for applicants about career, employment, and practical issues. Situations in which assistance is given include where members have been incapacitated by illness or serious injury, widows, separated spouses, and children of members, who have been left with a greatly reduced income, incapacitated members seeking assistance and advice in dealing with benefits denied, or who need reference to a special advisor, those who have lost practice income or salaries in failed business situations and need help while looking for alternative solutions, grants in the form of interest free long term loans to help with house conversions, e.g. for a disabled persons use. These benefits will be evidenced through correspondence from beneficiaries and internal documentation together with the Annual Report produced for the AGM. Is any harm or possibility of harm outweighed by the benefits? The purpose of the ICAI BA will cause no harm to any of its beneficiaries. Public Element The charity’s beneficiaries are the necessitous persons as defined in the Purpose. As is the case for all professional or trade related charities, funded substantially by their own members, there is some link between our beneficiaries and our profession. Many of those assisted are not now, nor ever were, Chartered Accountants, but are, or were once, dependents of Chartered Accountants, or widows thereof, or were students who studied under Chartered Accountants. Many being assisted might at this point of time be “public” and, if not so in a general sense, are certainly a “section of the public”. There are currently over 23,000 Chartered Accountants registered with the Institute of Chartered Accountants in Ireland (ICAI) as well as an unknown number of retired accountants, widows and potential dependents and students eligible. A conservative estimate is that each accountant has an average of 1.5 dependants producing a further 30,000 possible applicants. In addition, there are approximately 6,000 accountancy students. The ICAI BA continues to prioritise help for those in poverty and financial hardship, now complemented by initiatives to provide as well as relieve such poverty and hardship. Is there any private benefit? Is it incidental or necessary? There is no private benefit to any trustee of the ICAI BA. The ICAI BA Memorandum of Association specifically identifies that trustees may receive no payment or assistance in money or monies worth through the funds charitable work. A register of trustees’ company interests is also maintained and available for inspection at board meetings and the AGM. Trustees must alert the chairman and other trustees in the event of a potential conflict of interest and withdraw from consideration of any decision which might either directly or indirectly benefit them.

Charitable purposes

The Company's object are: The relief of:- necessitous persons who are or have been members of the Institute of Chartered Accountants in Ireland or the Institute of Accounting Technicians in Ireland and necessitous persons who are, or have been,trainee accountants or accounting technicians who have trained with but are not members of the aforesaid Institutes,whether subscribers to the Company or not, of their necessitous spouses, children, brothers, sisters, parents, relatives and other dependants, of the necessitous spouses, children, brothers, sisters, parents, relatives and other dependants of deceased persons aforesaid.
