Public benefits

The direct benefits which flow from purpose 1(a) includes encouraging people to become active in a voluntary capacity, organise groups if required and use our facilities and the activities within our centre to make life better for themselves and their neighbours. These benefits are demonstrated through the number of groups and individuals using our

facilities and any feedback which they give us and by the level of uptake of our facilities and activities. The direct benefits which flow from purpose 1(b) includes the creation and maintenance of a range of business units, offices, training rooms, catering facilities, car parks and storage which in turn create job opportunities and training opportunities to people of all ages. BCPL gives tenants favourable terms by making it easy to enter lease or rental agreements and leave such agreements. The board and management seek out and encourage local people, especially those from a disadvantaged background, to use the facilities and services on site and support all beneficiaries to consider self-employment or training as an income generating or personal development option. These benefits are demonstrated through feedback from participants and beneficiaries and by the level of units rented out and the numbers of training and employment opportunities created. The direct benefits which flow from purpose 1(c) includes the education of people in a range of skills in the retail and service sectors and also opportunities to participate in non-vocational education, numeracy, literacy, computers, hobbies such as digital photography, horticulture, flower arranging etc.. . In addition, work experience opportunities are offered by BCPL and our tenants to people from all backgrounds but especially to unemployed people. The wide range of community led activities and services which are generated by all the activity on site gives people opportunities to meet and get together with others to enjoy social interaction and to take part in activities of a social and recreational nature. The participants learn new skills and share their own knowledge and skills with each other. These benefits are demonstrated through the number of people completing the courses and taking up the training and placement opportunities and through feedback from participants and beneficiaries. The direct benefits which flow from purpose 1(d) includes providing small amounts of start-up finance or rent holidays and technical or business advice to assist them to create new businesses or grow or maintain existing businesses. BCPL maintains a range of services on site including Debt advice service, community development services, grant advice services and a wide range of health services which all help to encourage unemployed and disadvantaged people to find ways to improve their circumstances. These benefits are demonstrated through the number and background of the people using our facilities using attendance and evaluation sheets. The purposes of our charity will not lead to any harm. The charity’s beneficiaries are people living in the Down District Council area. A private benefit to trustees may arise from our programme of ongoing support to community and voluntary groups. Through this support trustees may gain skills and experience which are transferable to other settings. These benefits are incidental and necessary to ensure the benefit is provided to our beneficiaries.

What your organisation does

The Ballymote Centre for Community & Business was created in 1994 at the heart of an area of serious deprivation and economic disadvantage. The centre was extended in 2010 and is held in great pride by the whole community as a community centre with a huge range of shops and services and a space to meet, learn, relax and access services. The group

behind the development has helped to develop a strong community spirit through the creation of pride, employment and training opportunities and social interaction within its local area. The focal points of the area are the retail units, community centre offering support to local residents and the wider community of Down District. Examples of services available at Ballymote are A health suite within the community hall providing outreach physiotherapy, counselling, diabetics, dietetics and other clinics by the local South Eastern health Trust. Women’s Aid are based in the centre in order to support vulnerable women within the community Ballymote Sure Start Project provides services, advice and guidance for families with young children Action For Children provide playgroup and after school facilities; St Vincent de Paul, a Christian voluntary organisation, dedicated to tackling poverty and the disadvantaged operates its charity shop from the centre. Over 25 Community groups and charities have based themselves and their activities in The Ballymote Centre and these include: County Down Rural Community Network, The Flying Horse Ward Community Forum, Community Advice NMD (formerly CAB), Clanrye Groups Family intervention & employability services, Downpatrick Special Olympics, St Colmcilles Parish Bingo, McCormick, Miskelly school of Irish Dance, Trojan Horse Mens and Womens groups, Downpatrick Collective and many more The shop units based at Ballymote Centre include: Supervalu Supermarket, McGreevys Butchers, Ballymote Pharmacy, Ozones Hairdressers, Lucy Annies Home Bakery & Coffee shop, Peking Garden Chinese take away

Charitable purposes

The Charity’s purposes (“Objects”) are specifically restricted to the following:- (1) Advancement of community development for the public benefit in Downpatrick (the “area of benefit”), in particular but not exclusively by any or all of the following means: (i) supporting and developing the work of community and voluntary groups in charitable activity which seek to improve the quality of life of the inhabitants of the area of benefit; (ii) the creation of training and employment opportunities for the unemployed by the provision of workspace, buildings and/or land for use on favourable terms; (iii) the advancement of education, training or retraining, particularly among unemployed people, and providing unemployed people with work experience; (iv) the provision of financial assistance, technical assistance or business advice or consultancy in order to provide training and employment opportunities for unemployed people in cases of financial or other charitable need through help: (i) in setting up their own business, or (ii) to existing businesses.
