Public benefits

The overall public benefit of the purposes, taken together and individually, is to diminish social deprivation in general in the Strabane area and with particular reference to individuals and businesses availing of the enterprise agency’s services. The benefit will be measured by delivery of training programmes for marginalized groups, the

statistic of individuals assisted into employment and self-employment, existing businesses supported by provision of high quality and affordable workspace accommodation. There is a public benefit for the Strabane area by the agency being readily identified by the public and government departments as a key provider of such opportunities. No harm is envisaged from the delivery of work of any of the purposes of the enterprise agency. Some private benefit is obtained by the trustees and staff of the agency from the activities of the agency such as gaining greater awareness of issues such as good governance and financial management. These skills and experience are transferable to other settings in which they may work. Such private benefits are ancillary to the main purpose of the Agency. The specific public benefits from purposes 1 are a better quality of economic and social life for the beneficiaries of the agency’s activities. The specific public benefits from purposes 2 and 3 are reduction in unemployment and creation of more job opportunities for unemployed individuals by offering them opportunities for adult training and setting up in business. The public benefit is the improvement in people’s’ capacity, their self-confidence, their skills and abilities to make an impact on their own lives, their own community and society generally. Benefit is demonstrated by the fact that in the year ended 31st March 2014 the agency assisted 32 people engaged in the Steps to Work Programme. By delivering accredited enterprise the agency assisted unemployed and unskilled individuals in enhancing their employability and enterprise skills. The specific public benefits from purposes 4 are improving the social and entrepreneurial environment in the Strabane area and is demonstrated by the fact that in the year ended 31 March 2014 the agency assisted businesses to access the Northern Ireland Enterprise Loan Fund, which is a fund is for entrepreneurs who need finance and have been refused finance from local banks. Benefit was derived by providing an alternative means of finance and thus allowing them to open a new business. In the year ended 31 March 2014, the agency assisted 141 people in its Initial Business Assessment Service and 74 Business Plans were approved under the Invest NI Regional Start Programme and The specific public benefits from purpose 5 are the provision of high quality affordable & accessible workspace accommodation for new and existing businesses and the creation of a more entrepreneurial society and increased levels of employment and self-employment throughout the Strabane area. This is demonstrated by the fact that the agency provides low cost workspace that has enabled 45 small local business to be established, employing 370 people. The benefits are evidenced through the year on year increase in the numbers of people starting businesses through Strabane Enterprise Agency the fact that the Agency’s is 100% occupied demonstrates the positive demand for the services provided. Private benefit does exist in respect of the favourable terms enjoyed by business owners locating in the enterprise centre. These are greatly outweighed by benefits of increased employment opportunities for the Strabane area.

What your organisation does

Strabane Enterprise Agency has a variety of activities which are as follows; the provision of workspace on favourable terms, which are vital to the development and regeneration of Strabane, the provision of conference and room facilities, the development of new and growth of existing businesses through the delivery of programmes approved by the

Dept of Economic Development and Invest NI, training of marginalised persons to assist them into employment, the provision of assistance to businesses to draw on the Northern Ireland Enterprise Loan Fund and participation in enterprise awareness events. Strabane Enterprise Agency is currently contracted to deliver programmes by DEL, EU and IFI. They include Training for Success, Steps to Work Programme, Local Employment and Intermediary Services, Jobs for Us ( EU funded programme targeting the NEET group). Strabane Enterprise Agency currently provides training in areas of business and administration, IT Users, Retail, Essential Skills, Employability and Personal Development.

Charitable purposes

The objects the Company shall be the promotion for the public benefit of urban regeneration in Strabane and its environs (the ‘area of benefit’), being an area of social and economic deprivation, by all or any of the following means: 1) The relief of poverty in such ways as may be thought fit; 2) The relief of unemployment in such ways as may be thought fit, including assistance to find employment; 3) The advancement of education, training or retraining, particularly among unemployed people, and providing unemployed people with work experience; 4) The provision of financial assistance, technical assistance or business advice or consultancy in order to provide training and employment opportunities for unemployed people in cases of financial or other charitable need through help: (i) in setting up their own business, or (ii) to existing businesses; 5) The creation of training and employment opportunities by the provision of workspace, buildings and/or land for use on favourable terms.
