Public benefits

The direct benefits that flow from purpose 1 (a) is the outcomes associated with Thematic Areas of work that Resurgam Strategic Plan outlines: ? Health And Education ? Youth ? Community Safety ? Social Enterprise And Employment ? Regeneration Programmes are focussed on Early Intervention in regard to education, community safety volunteers,

incubation hubs for young entrepreneurs, employment opportunities for low skilled women returners and long tern unemployed. These benefits are evidenced through programme feedback in terms of Social Impact Tracking and also independent evaluators who contact user groups. The direct benefits that flow from purpose 1(b) is the engagement of political influencers and statutory decision makers in the communities targeted. These benefits are evidenced through programmes being introduced into communities as a result of lobbying and research. The direct benefits that flow from purpose 1 (c) is the consultation of people from Resurgam communities and the ability to organised and manage public meetings. These benefits are evidenced through feedback from events, awareness events, for example health and wellbeing messages. The direct benefits that flow from purpose 1 (d) is the advice, guidance and support given to people and groups from Resurgam communities for governance and compliance. These benefits are evidenced through sustainability of groups and increased skills of individuals. The direct benefits that flow from purpose 2 is the reduction in fear among people from marginalised and minority groups, based upon local community interventions and programmes. These benefits are evidenced through groups supported such as The Welcome BME Project, programmes implemented such as Community Relations, Equality and Diversity CRED (Youth Initiative) and Lisburn SAFE, a community safety volunteer project funded by police and Justice. The direct benefits that flow from purpose 3 is the training in capacity building of groups and individuals in management structures of people from Resurgam communities to enable local project management. These benefits are evidenced through increased attainment in education, engagement in civic structures and progression up the participation ladder. The direct benefits that flow from purpose 4 is the increased investment and increase in employment from the development of social enterprise in communities. These benefits are evidenced through increased employment of local people from disadvantaged communities and the reallocation of profits into community based regeneration activities. In terms of purpose 5 and 6 benefits are realised through ongoing work in communities that are delivered in community venues by volunteer management committees. The charities beneficiaries are people living in disadvantaged communities within Lisburn City and who suffer from barriers to engagement such as poor health, long term unemployment, poor educational attainment, anti-social behaviour (especially older people), and people on low income. The risk is raising expectations for people and then a reduction in income or funding that may cut services. This is limited by Resurgam’s investment in sustainability actions with government departments and also organisations such as Social Lenders. Another risk in this type of activity is based upon community and political stability which may deteriorate, for example, Flag Protests, BME events. This is limited by a constant engagement through consultations with community through existing consultation models such as Inter Agency meetings and neighbourhood community association meetings. The only private benefit is through capacity building and governance and compliance training which is offset by offering incentives for retention of staff and directors including personal health insurance, pension schemes etc.

The Resurgam Community Development Trust Limited is a community owned and community led organisation which aims to bring about long term social, economic and environmental change within deprived communities in Lisburn through creating greater levels of collaboration and partnership working between communities, creating the conditions to attract

investment and enable local organisations to address a myriad of challenges that impact their quality of life. The Resurgam Community Development Trust Ltd is a Development Trust Association. We have ambitious plans for our Trust, which we feel connects communities across Lisburn and will drive community, youth, social and economic development for many years to come. The Resurgam Trust is based in the Laganview Enterprise Centre in the Old Warren Estate in Lisburn and works with community-based organisations across both Lisburn North and Lisburn South. We are a non-political organisation but feel that it is extremely important to build alliances and relationships with all locally elected representatives across all political divides. Equally we want to reach out and build good working relationships with statutory, community and voluntary sectors in Lisburn and wider afield. Some of the areas we are currently working in include: • Education & Employment • Community Development • Youth Provision • Social Enterprise • Community Safety • Health & Wellbeing • Early Intervention

Charitable purposes

The Charity’s objects (“Objects”) are to:- (1) To promote community development and urban regeneration in the Greater Lisburn area (the “area of benefit”) by all or any of the following means: (a) design, promote, implement and evaluate strategies and develop and carry through programmes and action plans concerned with improving the economic, social, health, well-being and safety, and environmental life of the inhabitants of the area of benefit; (b) promote study and research, set priorities and develop and influence policy and practice in the fields of urban regeneration community development, health and well-being, environmental improvement and social enterprise development; (c) provide a forum for the discussion and debate of urban regeneration, community development and related issues and raise public awareness of these matters; (d) provide strategic and practical support to community and voluntary groups in the area of benefit. (2) Promote good community relations, religious and racial harmony, social cohesion, equality and diversity and social justice by encouraging participation in a range of inclusive and accessible programmes which strive to bring together all sections of the community;. (3) Advance education, training, community capacity building and citizenship. (4) Promote and support social enterprise and sustainable means of achieving economic growth and regeneration. (5) The relief of those in need by reason of youth, age, ill-health, disability, financial hardship or other disadvantage (6) Promote such other charitable purposes as may from time to time be determined.
