Public benefits

The direct benefit which flows from the purpose in 3a includes the advancement of education & training of persons employed or intending to be employed in NI Electrical Contracting Industry and any other related industries in the UK & elsewhere. Further indirect benefit arises through the increased standard & quality of workmanship (achieved via

training) associated with new & existing domestic property & public infrastructure. This includes repairs & maintenance, and compliance with safe electrical certification of domestic and public property. The wider community including agriculture, marine, general industry, airports, ports and harbours also benefit from increased electrical safety standards & workmanship that flows from the provision of organised electrical skills & education training. The principle benefit that arises for the learner is the achievement of an accredited qualification that fully meets the requirements of the national occupational standards. The learner acquires both knowledge & practical skills that are employed on behalf of the public to ensure electrical safety, quality of workmanship & value for money. The organisation & provision of appropriate training & education to meet the electrical safety & servicing requirements of the public in regard to household electrical installation work is beneficial. The organisation promotes & organises the advancement of education through vocational upskilling and lifelong learning habits of school leavers & adult learners in the local industry. These benefits are demonstrated through very good to excellent achievement rates & a sufficient flow of individual and collective technical capability to meet the electrical safety & service requirements of these households. The purposes of ETT do not give rise to any harm. No private benefits arise from the activities of the organisation. The beneficiaries of purpose 3a are those who are, or intend to be, employed within the Electrical Contracting Industry & related industries within NI & UK. The direct benefit which flows from the purpose in 3b includes the advancement of electrical safety standards for the public benefit through the promotion, undertaking & participation in research. This includes gathering data, views & opinions relating to education, training & Licence to Practice for the local sector. This includes post apprenticeship training, upskilling of existing workers & other adult learners carrying out work on behalf of the public. Research has led to the development of an electrical Licence to Practise (LtP) system aimed at promoting good practice & increasing safety standards on behalf of the public interest. Workforce development, recruitment of school leavers & young adults into employment flows from research & surveys carried out with the local industry. Further benefit arises whereby individuals become competent & employable to carry out work useful on public and private infrastructure. The wider public in NI benefit from the sharing & promotion of good practice, as well as the advancement of electrical safety & quality standards. This is demonstrated through the development and uptake of the unique Electrical Licence to Practise initiative, the first electrical LtP system in the UK. Endorsed by the Dept. of Finance and inclusion in public sector tenders by the Central Procurement Directorate ensures that qualified & competent electrical workers are employed to work on public sector contracts. The development of an LtP system aids the “check for competence” under CDM Regulations, blocks & restricts the use of unqualified & unskilled workers, improves quality & safety standards and raises, restores & rebuilds the reputation of the local sector. The LtP system provides a unique independent compliance auditing service aimed at increasing value for money, electrical safety, supply-chain accountability and workforce development. Compliance auditing is an effective driver for positive change as public sector Clients are better informed and equipped to discriminate in favour of qualified electrical workers. There is no harm from this purpose & no private benefits arise from the activities of the organisation linked to purpose 3b.
