Harm may be from the exercise of walking. Risk of injury or death from those opposed to civil and religious freedom. Medical help available. Benefits outweigh harm. Public element Beneficiaries: The celebrations are held in public and any member of the public can attend. The beneficiaries are the public who can join in the celebrations which are held in public by either watching the celebrations from the pavement or joining the parade subject to Parades Commission determinations.
