Public benefits

The purpose is to improve the standard of driving and the advancement of road safety in Northern Ireland. The direct benefit is an improved standard of driving for those who choose to train for and undertake the advanced driving test, increasing safety for the drivers, passengers and other road users. Indirect and wider benefits will be gained by

passengers and other road users, due to the increased number of more skillful drivers on the road. Benefits are evidenced by drivers attaining an increased level of skill and awareness, such that they can enter for and pass the IAM advanced driving test. Drivers are awarded a certificate on passing the test. Recognising that the majority of accidents are caused by driver error, the IAM introduced the Advanced Driving Test in 1956 with the specific objective of significantly improving driving standards. The test uses the principles of advanced driving, and is accredited by the Driving Standards Agency (DSA). All tests are taken by IAM Examiners who hold a Police Advanced Driving Certificate. Tests are not exclusively about safety, but encourage the driver to feel more confident on the road and to get greater enjoyment from driving. There is no identifiable harm from the charity's purposes. Anyone holding a full UK driving licence for a period of three months or more, and is not disqualified from holding a licence, is eligible to apply to take the IAM advanced driving test. This applies to foreign nationals who hold a full domicile driving licence. If applicants have more than eight penalty points the Chief Examiner will not normally allow them to take the Institute's test until the number of penalty points still legally active falls to below eight points. This does not prevent a person embarking on a programme of test preparation. A private benefit flowing from this purpose is that committee members gain experience and expertise in organising and arranging meetings and events and record keeping. These skills may be transferable to other settings. This is incidental and necessary because the organisation must maintain good governance.

What your organisation does

The Group will encourage and assist motorists to become Members of the IAM and to maintain their IAM Membership; publicise the IAM and its work, provide road safety events for Group Full Members, Group Associate Members, Group Honorary Members and the general public; arrange and provide for, or join in arranging and providing for, the holding of

exhibitions, meetings etc; to invest the monies of the Group not immediately required for the said objects in or upon such investments, securities or property as may be thought fit, subject nevertheless to such conditions (if any) as may for the time being be imposed or required by law. The IAM Belfast group is allocated new members (Associates) by IAM in London (New members may also approach the group directly). These new members are contacted by the group and introduced to IAM procedures. They are enrolled in the group and assigned to an Observer who mentors them, providing one-to-one advice and guidance to help them achieve the standard required to take the advanced driving test. The group holds meetings over 10 months of the year to inform, support and encourage members. These take a variety of forms including talks by speakers, including an examiner who will conduct the advanced driving test, visits to places of interest and skills events. The group committee meets on 10 occasions per year and a monthly newssheet is circulated to members. The group has an AGM to report to members and elect office bearers.
