Public benefits

Purpose To promote the use and sheer enjoyment of green open spaces, parks, gardens, rivers and off-road transport routes in East Belfast and its environs (the ”area of benefit”) and the sustainable planning, design, management, maintenance and improvement of them for the benefit of the public as a means of: a) Promoting the conservation of the

physical and natural environment and conservation of energy resources The direct benefits flowing from this purpose includes an improved and protected environment. This will be evidenced by recording the area of green and open space developed as part of the greenway. The benefits will be evidenced by the area of semi mature habitat created and the number of native trees planted will also be recorded. There will also be improvements to the river corridor which will be measured in metres as well as the in channel enhancements. The weight of rubbish removed from the rivers will be recorded. The water environment will improve evidenced by the improvement of the ecological status of the rivers from poor 2011 to fair 2018. Conservation of energy will be evidenced by the total number of pedestrian and cycle users of the new cycle and walkways created, measured by intercept surveys and electronic counters. The mobility and level of use of ‘active’ transport methods will be measured by a before and after study, recording time spent walking and cycling. This purpose does not give rise to any harm. The beneficiaries of this purpose are the people who live within a 5 minute walk of the greenway, work within a 2 minute walk of the greenway or visit the greenway. b) Promoting the enhancement and improvement of off-road transport routes for the benefit of the local inhabitants and users The direct benefits flowing from this purpose include an increase in physical activity and improved health and wellbeing. This benefit will be evidenced by the total number of pedestrian and cycle users of the 16kms of cycle and walkways created, measured by intercept surveys and electronic counters. The walkability of the area will increase from 23 wards to 28 wards having a medium to high walkability index and will be measured in 2017. The benefit will be measured by the increase in the proportion of the population meeting physical activity weekly target, recorded before the greenway is built and after the greenway is built. The level of use of ‘active’ transport methods, will be recorded, measuring time spent walking and cycling before the greenway is built and after. This should increase from by 10% from 29.9 minutes to 30 minutes. An indirect benefit will be an improvement in air quality caused by the reduction in emissions from motor vehicle transport. This purpose does not give rise to any harm. The beneficiaries of this purpose are the people who live within a 5 minute walk of the greenway, work within a 2 minute walk of the greenway or visit the greenway. The company was established to promote and support the use, enjoyment and sustainability of the Connswater Community Greenway as an amenity and a destination of outstanding quality for everyone to enjoy. We will support the use of the Connswater Community Greenway greenway as a catalyst for the ongoing regeneration of the area, making it greener,

safer and cleaner whilst connecting people and places.

Charitable purposes

(1) To promote the use and sheer enjoyment of green open spaces, parks, gardens, rivers and off-road transport routes in East Belfast and its environs (the “area of benefit”) and the sustainable planning, design, management, maintenance and improvement of them for the benefit of the public as a means of: (a) promoting the conservation of the physical and natural environment and the conservation of energy resources; (b) promoting the enhancement and improvement of open areas and off-road transport routes for the benefit of the local inhabitants and visitors; (c) assisting in the provision of public amenities; (d) promoting healthy recreation, physical and mental well-being and facilitating the development of strategies that address health inequalities; (e) assisting in the provision of facilities for recreation and leisure time activities in the interests of social welfare for the public with a view to improving their conditions of life; (f) relieving those in need by reason of youth, age, ill health, disability, financial hardship or other disadvantage; (g) promoting community development, community cohesion and advancing citizenship and opportunities for volunteering; (h) fostering economic regeneration so as to create employment and training opportunities in areas of social and economic deprivation; (i) advancing education for the benefit of the public in subjects related to the conservation, protection and enhancement of open green spaces and the use of alternative modes of transport. (j) advancing the arts, including promoting and organising performances and events which improve public access to and/or participation in the arts (2) To promote such other charitable purposes as may from time to time be determined.
