The Dungiven Roman Catholic Parish Missionary Outreach Charitable Trust (“the Trust”) was established on 19 May 2014 and has five trustees, who are the present parish priests of the Roman Catholic Parishes of Dungiven, Limavady and the Waterside of Derry and two members of the Finance Council of the Dungiven Roman Catholic Parish (“the Trustees”).
The charitable purposes of the Trust are to support education projects and initiatives to promote health or life expectancy as well as to alleviate distress caused by famine, conflict or natural disasters in Northern Ireland and the Continents of Africa, Asia and South America. The benefit provided by the Trust is solely monetary donations to registered Catholic charities working within the Continents of Africa, Asia and South America and registered charities operating and situated within Northern Ireland, whose purposes include one or more of the purposes of the Trust. Where a registered charity to whom the Trust is giving a donation also benefits charitable purposes other than those of supporting education projects, initiatives to promote health or life expectancy and the alleviation of distress caused by famine, conflict or natural disasters, then the Trustees shall require the particular charity to direct the donation to these purposes and it shall require written confirmation from the charity that the donations were directed towards these purposes. In terms of the monetary assistance to be provided to registered Catholic charities working in the Continents of Africa, Asia and South America, the Trust will primarily aim to benefit that section of the public who are in need of emergency aid as a result of famines, conflicts or natural disasters. For example, the Trust will request the monetary assistance to be used by the said registered charities to provide medical aid, temporary shelter, clothing and food to the public directly affected by such events and/or to provide grants to rebuild houses, schools and hospitals following such events. (The said charities will be, for example, Trocaire.) In terms of the monetary assistance to be provided to registered charities operating in Northern Ireland, the Trust will primarily aim to benefit that section of the general public who are economically disadvantaged. For example, the Trust will request the said charities to use the monetary assistance to make grants to economically deprived members of the public in NI for food, clothing, emergency medical assistance, or education needs such as books or fees or education projects in deprived areas. (The charities will be, for example, Saint Vincent de Paul or the Salvation Army.) However, there are no restrictions on the sections of the general public that may benefit from the monetary assistance provided by the Trust. In particular, the Trust shall not restrict aid to any section of the public owing to their age, financial, social, religious or ethnic background. The Trust does not employ any one and the Trustees are not permitted to receive any remuneration from the Trust apart from any necessary and reasonable expenses which they may incur in the course of carrying out their responsibilities as trustees of the Trust. These are expected to be minimal and proper accounts shall be maintained of any such expenses. Any private benefits would only be the aforesaid necessary and reasonable expenses and any incidental benefits declared by the registered charities to which the Trust provides monetary assistance. The Trust will consider which Catholic Charities that work in the Continents of Africa, Asia and South America and to local charities operating and situated within Northern Ireland, whose purposes are to support education projects, initiatives to promote health or life expectancy; to alleviate distress caused by famine, and/or conflict or natural
disasters, may best benefit from receiving monetary support and will then provide such support from the income of the Trust Fund. The initial Trust Fund is £2.5 million being placed on trust by Dungiven Roman Catholic Parish. The capital of the Trust will be returned to the Settlor at the end of the Trust Period.
