BENEFIT ELEMENT What benefit flows from this purpose? The benefits that flow from the purpose relate primarily to the advancement of education: enhanced positive early learning experiences for children in the “area of benefit”, which develops both their learning and social skills; improvement in healthy living in the area through ongoing health and
hygiene initiatives in the Playgroup; empowerment of parents to participate in the Playgroup which provides them with experience that they can use in other areas of community development. Demonstration of the benefits flowing. The primary benefits can be demonstrated through ongoing positive statutory audits/evaluations carried out on the Playgroup, and by feedback from parents (both in terms of periodic parental surveys and also by the large number of children attending whose older brothers/sisters attended in prior years – the Playgroup has been in operation for over 25 years). In terms of community development, a number of parents whose first management experiences were within Stepping Stones’ management committee have gone to participate in similar roles elsewhere (eg local primary schools). Is any harm or possibility of harm outweighed by the benefits? This purpose does not lead to harm. PUBLIC ELEMENT Who is the benefit for? The Playgroup’s benefits are provided to the children (from the” area of benefit”) attending the Playgroup, and their families. As the Playgroup serves different children/families over time, the wider local community benefits from having a local pre-school educational resource available to them. As parents are empowered through their participation in the Playgroups’ management committee, the local community benefits from those parents using these skills/experiences in other fields/organisations. Is there any private benefit? Is it incidental or necessary? The only private benefit relates to the three staff who earn their salaries through working in the Playgroup. However, salaries are based on market rates, the staff are fully qualified for their roles and so any such benefit is incidental and necessary to ensure the benefit s are provided to the beneficiaries.

Stepping Stones Playgroup provides 24 pre-school places for local children/families. It provides a warm, welcoming, sale and stimulating environment which is enjoyable for children and where they can learn at their own pace. This is done through trained staff planning appropriate activities in conjunction with the guidelines from the Pre-School
Curricular Guidance. The Playgroup works in conjunction with parents and other professionals to ensure each child's individual needs are met. Some children are from single-parent families , while others (given the locality Stepping Stones operates within) live in areas with ongoing sectarian conflict. The Playgroup has historically benefitted from a strong volunteer management committee which itself provides personal development opportunities for the parent volunteers and also helps to strengthen local community development capacity.
