Public benefits
Penny Tuppence Charity Ministries (“the Association”) intends to benefit those inhabitants who are in need of assistance as a result of their poverty or social and economic circumstances in Kenya, Ethiopia and such other countries that may from time to time be identified by the Committee. In considering the benefits flowing from the relief and
prevention of poverty, suffering and distress and the promotion, preservation and protection of health, it is submitted that the provision of feeding programmes and assistance with the costs of medical treatment radically eases suffering. This leads to improvements in the beneficiaries’ quality of life. Without the support of the Association, many of the beneficiaries would be unable to access essential emergency relief and healthcare services with a knock on effect on already poor levels of malnutrition and poverty. It is submitted that the health and wellbeing benefits arising from the relief of poverty through improved life expectancy are readily identifiable. The educational support provided by the Trust through the payment of school fees and school uniforms offers improved access to education and the possibility of improved quality and personal development for young people. This enables increased opportunities available to those with education and has a knock-on effect of improving literacy rates and wider community life. In considering the Association’s goal to promote sustainable development, the Association has put in place vocational programs offering training in sewing and other skills capable of providing the beneficiaries with a sustainable livelihood. Beneficiaries are provided with training, equipment and the possibility of employment in order to develop a sustainable livelihood. This offers financial independence to those individuals trained and knock-on benefits to their families. On a broader scale, the promotion of sustainable development improves community resilience. In seeking to demonstrate the benefits of the Association’s purposes, it is anticipated that monitoring and evaluation of the Association’s activities will take place (through its partner organisations) in order to identify impact and informs future strategic choices. In considering the harm that may arise from overseas working, the Association’s partners (Manna Ministries, Strong Hearts and All Because Of Grace) are closely involved in developing its regional strategies. This assists the Association in providing culturally sensitive and appropriate care to the indigenous communities receiving support. The services of the Association are provided on a free of charge basis. It is considered that the introduction of a charge for the receipt of the services of the Association would have a detrimental impact on the ability of poor communities to access much needed services and support. In the context of the Association’s poverty relief and education activities, it is not perceived that harm arises from these activities. In considering the harm that may arise from overseas working, the Committee make periodic visits to oversee the work carried out in Africa in order to provide a check on the financial affairs of the overseas work and to provide support and encouragement to the local communities in the area of benefit. In considering the private benefits arising from the Association’s work, it is acknowledged that incidental private benefits are received by those assisted in being raised out of poverty (such as improved life expectancy/literacy/employability). This is considered a necessary and incidental result of the fulfilment of the Association’s purposes. The private benefits received by the Committee as a consequence of any transferrable governance or managerial skills are considered incidental and necessary in order to ensure that benefit is provided to the beneficiaries. There are no payments made to the trustees.
