RPC assists people in need in Brasov by working with Charitable and Statutory organisations engaged in helping persons in need. RPC provides training, mentoring, inspiration and money to those organisations in order to meet specific and mutually agreed objectives. RPC works in particular with SCUT, a Charity registered in Romania which RPC helped
establish. The agreed objectives of SCUT are to assist young people Leaving Care and to provide Care in the Community for persons with mental health problems. Young people join the SCUT programme when they are still in Care and receive preparation for leaving and, when they leave, mentoring, help with finding and keeping a job; continuing education; accommodation; health; life skills and the companionship of their peers. It is now considered that the success of SCUT may have lessons for Northern Ireland and an academic paper is in preparation The concept of Care in the Community was unknown in Romania until RPC introduced the concept. RPC is also currently able to provide some training and money for the Brasov City Council ‘Mother and Child’ programme which aims to help young single mothers who are struggling. These benefits are demonstrated through an improved quality of life amongst those who are clients of the organisations which RPC mentors, trains and supports. It is not believed that any harm results from the work of RPC. Apart from the clients of the organisations whom RPC supports, the directors and staff of those organisations gain from the training and mentoring and there is a wider public benefit in the example set by organisations which perform better as a result of RPC training Those who gain most however from the work of RPC in Brasov are the clients of the organisations which RPC supports notably young people in and leaving Care; persons with mental health problems and young mothers in difficulty.

RPC encouraged and supported Romanians to set up Scut. RPC trained and still trains Romanian Volunteer Directors and Professional staff; mentors them; and fund raises for them. RPC obtained funding from the UK International Lottery to purchase a centre for Scut in Brasov and to provide the first 5 years of funding. RPC's objective is to withdraw
gradually as Scut Directors and staff become more experienced and financially self-supporting. Progress is being made but that position has not yet been reached. In a personal capacity, the Treasurer of RPC is also one of the 6 Directors of SCUT
