Public benefits
We believe each of our purposes meet the public benefit as follows: - The mediation service promoted and delivered by CRS(I) is for the benefit of those people who are under threat or feel they are under threat as a result of a local conflict. The services are free and are open to anyone who seeks them. The beneficiaries in the main come from North
and West Belfast but others come from other areas of N. Ireland and the Republic of Ireland. CRS(I) recognizes that resulting from the conflict in and about Northern Ireland informal policing was and still is carried out by groups and individuals. The benefit flowing from the purposes are that CRS(I) uses restorative justice models to try to resolve these disputes so that the threat of violence is removed. CRS(I) has to interact with those issuing the threats and to try to work with them so that they change their behaviour and cease to use the threat of violence, which reduces this behavior benefiting society as a whole. In order for CRS(I) to deliver the service we need access to a team of trained and skilled mediators. These mediators need to be able to empathise with the clients or beneficiaries and to understand the attitudes of those issuing the threats. So that CRS(I) can offer an ethical and beneficial service, CRS(I) has developed training in human rights, restorative justice and mediation. This training is delivered to staff and volunteers who offer the mediation. The beneficiaries of the training are the clients who avail of the service and the volunteers and staff who learn new skills. The beneficiaries of the seminars and discussions are volunteers and those who CRS(I) is engaging with to facilitate change to non-violent approaches to conflict. There is public benefit to the volunteers and participants as they are engaging in learning whereby they examine differing viewpoints around the conflict within and about Northern Ireland and elsewhere broadening their understanding and ability to disseminate this information throughout society as a whole. This is giving them new skills particularly in the area of human rights which underpin the discussions and seminars. The public benefit of the mediation and support services will be support to clients to access other areas of support for example from Women’s aid if there is an issue of domestic violence, or drugs and alcohol counseling if there is substance abuse. This networking with other support agencies means that CRS(I) is able to mediate in the area of conflict and also to assist those who come to us to access support to help in behavioral change so that the dispute does not arise again. The disputes over contested parades have an impact across N.I. and CRS(I) has played the role of mediator between the protestors and the PSNI. The public benefit for this work reduced tension for the local residents and, if possible, for them to have a non-violent outcome. CRS(I) has also engaged with the local community in contested areas to examine ways to develop regeneration of the area and move the focus away from the parade to other issues. In relation to all the purposes: The need for the services provided can be seen from the fact that in the year March 2012-2013 CRS(I) handled 258 cases on an average of 21 per month. The beneficiaries are the local community, and the wider N.I. community as any resolution to the problems tackled will have a positive outcome across N.I. The beneficiaries in the main come from North and West Belfast but others come from other areas of N. Ireland and the Republic of Ireland. There is potential harm associated with this service and as such CRS (I) have developed a risk analysis and have principle of ethics from which they operate. Charitable purposes
(1)To promote conflict resolution and reconciliation, mediation and peace building for the public benefit with a view to relieving suffering and distress and building and maintaining social cohesion and trust within and between communities by: a) developing and delivering: (i) a mediation service to resolve disputes; (ii) training in conflict resolution for community activists and others; b) raising awareness of the nature and causes of disputes or conflicts and of the means of managing them and, in particular, assisting in the development of effective non-violent responses to disputes and conflicts, including those arising from parades through contested areas. (2)To provide for the public benefit mediation and support services for people who are, or are at risk of being, socially excluded, including those who may be at risk of punishments outside of the criminal justice system, in order to advance their lives and assist them to integrate into society.
