The direct benefits flowing from purpose 1 include rescue of trafficked and abused children, prevention of harm to children at risk of trafficking and abuse, placement of rescued/at risk children in a secure setting, if possible with their own or an adoptive family; improved housing, nutrition, job security and income for families of at risk
children. The direct benefits flowing from purpose 2 include enhanced understanding by parents and children of risks of sexual exploitation and how to avoid it; enhanced understanding of basic hygiene; greater participation in formal education/training and improved educational standards. The direct benefits flowing from purpose 3 include improved standards of hygiene and nutrition in beneficiary group; reduction in drug abuse/addiction in beneficiary group. [How can the benefits identified above be demonstrated?] TMW prepares detailed quarterly reports on all its projects for the Cambodian Ministry of Social Affairs. These reports include feedback from beneficiaries. The Ministry regularly inspects the projects to verify that they operate in a way that is beneficial to the clients and communities that we work in. There is a possible harm arising from purpose 1 for TMW staff and volunteers from the risk of encounters with those involved in the criminal activity of human trafficking. Procedures and training are in place to minimise this risk. The potential harm is outweighed by the benefit in preventing and reducing human trafficking and slavery. There is a possible harm arising from all purposes for TMW staff and volunteers from the risk of secondary trauma when dealing with victims of trafficking and/or abuse. Procedures and training are in place to minimise the risk, and counselling is provided when appropriate. The beneficiaries of all purposes are children in Cambodia who are victims of or at risk of human trafficking and abuse, and their families. TMW operates as an international NGO recognised by the Cambodian government. It has a strong Christian ethos which shapes its vision and motivates staff and volunteers. Within the framework of TMW’s objects, work in Cambodia focuses more narrowly on the issue of child sex slavery and human trafficking, with the aims of rescuing and restoring
children who are abused, exploited or trafficked, and working with at risk individuals to prevent exploitation and abuse. TMW projects are run by trained Cambodian staff supported by volunteers from several countries. They target communities where children are vulnerable to trafficking because of economic deprivation, homelessness, and drug addiction. Children’s clubs offer teaching on trafficking prevention, hygiene and English, together with some Bible teaching. Staff work in the community to identify and assist at-risk children. They regularly visit the families of children participating in the clubs, listening to their issues and helping them to find the best solutions. Support includes financial assistance, microloans, referral to other agencies, assistance in finding work, placement of children and adults in educational and support programmes. TMW investigators work with government and other agencies to identify child sex trafficking and abuse victims, and minors working illegally in undesirable places, in some cases leading to the arrest and conviction of traffickers and their accomplices. TMW’s Infant Crisis Centre provides 24/7 care for trafficking survivors, and those at risk of trafficking, under 1 year of age, and works with the government to find them permanent homes. Prior to the Covid-19 outbreak TMW organised projects in Phnom Penh, Sihanoukville and Kampot. Work is currently restricted to Phnom Penh. It is hoped in due course to extend it again to other centres.
