Public benefits

The trustees believe that our three purposes safisfy both elements of the public benefit requirement. The Charity’s first purpose is as follows: to promote and advance the relief of poverty by such means as the Board of Directors shall in their absolute discretion determine, and in particular by (without limitation) by the provision of shelter,

accommodation, training and other services to persons whom the Board of Directors shall deem to be in need of such provision by reason of homelessness, deprivation or social or economic circumstances ("Eligible Persons"). The direct benefits which flow from this purpose include the relief through the provision of shelter and food, breaking down of isolation, reduction in hardship, enhanced independence and improving the quality of life for those who are homeless or at risk of homelessness. These benefits are evidenced through outcome measurement in a structured and planned approach to the provision of support that sets clear objectives for each individual and household, the number of service users housed in our services, feedback from service users, regular reporting of charitable activities, financial and qualitative performance in annual reports, audited annual accounts and reports to grant funders. There is no harm flowing from this purpose. The charity’s beneficiaries are people who are homeless or at risk of homelessness in Northern Ireland. There is no private benefit flowing from this purpose or our organisation. The Charity’s second purpose is as follows: the advancement of education including (without limitation) the provison of education and training to Eligible Persons. The direct benefits which flow from this purpose include the improvement in the life skills of our service users and the creation of training and work experience opportunities. These benefits are evidenced through outcome measurement in a structured and planned approach to the provision of support that sets clear objectives for each individual and household, the number of service users undertaking life skills training, the number of service users engaged in formal education courses, internal and external evaluation, regular reporting of charitable activities, financial and qualitative performance in annual reports, audited annual accounts and reports to grant funders. There is no harm flowing from this purpose. The charity’s beneficiaries are people who are homeless or at risk of homelessness in Northern Ireland. There is no private benefit flowing from this purpose or our organisation. The Charity’s third purpose is as follows: to provide facilities for leisure-time activities for Eligible Persons in the interests of social welfare so that their conditions of life may be improved. The direct benefits which flow from this purpose include the improvement in the health and social welfare of our servide users. These benefits are evidenced through outcome measurement in a structured and planned approach to the provision of support that sets clear objectives for each individual and household, the number of service users participating in leisure-time activities and outings, assessment of the social and welfare and health outcomes for our service users, internal and external evaluation, regular reporting of charitable activities and reports to grant funders. There is no harm flowing from this purpose. The charity’s beneficiaries are people who are homeless or at risk of homelessness in Northern Ireland. There is no private benefit flowing from this purpose or our organisation.

Depaul is a registered charity operating to provide services to people who are homeless or at risk of homelessness. Depaul Northern Ireland is a company limited by guarantee, registered in Northern Ireland. Depaul was established in 2005 in Northern Ireland. We offer support and guidance to break the cycle of homelessness, and assist Service

Users to move out of homelessness and prevent further instances of homelessness. Depaul offers services and support in 5 main service areas: Prevention, Families & Young People, High Support Accommodation, Health & Rehabilitation and Housing.

Charitable purposes

The Charity is established to: 1.1. to promote and advance the relief of poverty by such means as the Board of Directors shall in their absolute discretion determine, and in particular by (without limitation) by the provision of shelter, accommodation, training and other services to persons whom the Board of Directors shall deem to be in need of such provision by reason of homelessness, deprivation or social or economic circumstances (“Eligible Persons”); 1.2. the advancement of education including (without limitation) the provision of education and training to Eligible Persons; 1.3. to provide facilities for leisure-time activities for Eligible Persons in the interests of social welfare so that their conditions of life may be improved. Nothing in the articles shall authorise an application of the property of the Charity for purposes which are not charitable in accordance with s.2 of the Charities Act (Northern Ireland) 2008.
