(iii) Increased capacity, knowledge and skills of parents, resulting in enhanced care and healthy development of their children. These benefits can be evidenced from feedback from parents, by the detailed observations and assessments carried out by staff and from inspections undertaken by social services. No harm or private benefit arises from these purposes.
