Public benefits
Public Benefit element – What benefit flows from this purpose? The direct public benefit will accrue from the additional essential health care skills obtained by the health workers which would contribute to improvement in the health services for the general public, reduced mortality and morbidity, reduced maternal deaths and morbidity, and
reduced neonatal deaths and infant mortality. Can you demonstrate this? The public benefit from the training will be measured by direct measurements: • The number of essential skills courses delivered • The number of specialisms covered by courses • Pre and post Essential Skills Course assessments of knowledge and skills • The number of health staff undergoing the training (trainees) • The number of trainees who progress to become in country/region Essential skills facilitators. Indirect measurements • Government, WHO, UN statistics and health and mortality statistics • Reductions in internationally monitored indices of maternal death and morbidity and neonatal deaths within countries or regions • Reduction of general mortality and morbidity from some key indicators e.g. appendicitis etc. Is there any harm or possibility of harm outweighed by the benefit? The purposes of ELSSA could lead to the following harm – Inappropriate or incorrect use or application of the skills acquired. The benefits of the use of these Essential Life Saving skills far outweigh the possible inappropriate application of the skills. The beneficiaries of ELSSA are the mothers and their newborn infants also the health workers, midwives and doctors in Africa and South Sudan who undergo training and so acquire additional skills. Private Benefit An incidental private benefit may arise to the volunteer training facilitators, support and administration staff by improving their professional skills and status and through the requirement to travel and experience other cultures and environments. These benefits are incidental and necessary to ensure the benefit is provided to our beneficiaries.
