Public benefits

Purpose 1 The direct benefits which flow from purpose 1 is that all forms of human trafficking and slavery may be prevented and reduced. These benefits are (will be) demonstrated through increased identification and rescue of victims of human trafficking in NI as demonstrated by government or PSNI statistics. Alternatively by a reduction in the

numbers of victims trafficked in NI due to it being an inhospitable country for trafficking, again, as evidenced by government or PSNI statistics. The purposes of our charity may lead to the following harm: (i) harm to our volunteers from the risk of encounters with those in the centre of the criminal activity of human trafficking We are putting in place policies to ensure that the risk of harm to our volunteers is minimal and we can show that this harm is outweighed by the benefit that human trafficking and slavery may be prevented and reduced - our purpose can lead to lives being saved and victims rescued who have currently no rights or liberty and no prospect of protection from harm. The charity’s primary beneficiaries are: victims and survivors of human trafficking and slavery as well as individuals who want to exit prostitution. The indirect beneficiaries are the members of the public who as a result of the objects of our charity live in a safer, fairer more just society and are themselves protected from the threat of trafficking/slavery. The only private benefit flowing from this purpose is to those who we give free awareness training to (e.g. PSNI, other NGOs in the sector, Schools, members of the public) and then the training that the trustees and/or volunteers get to enable them to carry out their roles within the organisation. These benefits are incidental and necessary to ensure the benefit is provided to our beneficiaries and to help raise awareness so that PSNI and others are better able to identify victims of human trafficking and thereby rescue victims and prevent more being brought to NI by making it a less hospitable environment for traffickers. Purpose 2 The direct benefits which flow from purpose 2 is that victims and survivors of human trafficking and slavery are protected and are provided with assistance and support. These benefits are (will be) demonstrated through our annual reports, our accounts, client feedback, grant/funding applications. The purposes of our charity may lead to the following harm: (i) harm to our volunteers from the risk of encounters with those in the centre of the criminal activity of human trafficking. We are putting in place policies to ensure that the risk of harm to our volunteers is minimal and we can show that this harm is outweighed by the benefit that human trafficking and slavery may be prevented and reduced - our purpose can lead to lives being saved and victims rescued who have currently no rights or liberty and no prospect of protection from harm. The charity’s primary beneficiaries are: victims and survivors of human trafficking and slavery as well as individuals who want to exit prostitution. The indirect beneficiaries are the members of the public who as a result of the objects of our charity live in a safer, fairer more just society and are themselves protected from the threat of trafficking/slavery. The only private benefits flowing from this purpose is to those who we may need to engage to deliver the types of support envisaged at paragraphs (a) – (e) of Purpose 2 e.g. those who may receive payment for: the refuge of victims, the lawyers, counsellors, researchers and all/any other service providers. These benefits are incidental and necessary to ensure that the benefit is provided to our beneficiaries.

What your organisation does

Flourish is a charity in Northern Ireland dedicated to the support of people whose lives have been impacted by human trafficking or other forms of exploitation, including forced labour. By offering practical support and guidance to survivors of trafficking and exploitation, our aim is to empower them to move forward and build better lives and

assist in engaging fully within wider society. In addition we hope to support individuals who would like to leave prostitution by developing effective and individual exit strategies with realistic options. More than that, we offer compassion and friendship.

Charitable purposes

1. The prevention and reduction of all forms of human trafficking and slavery (including, but not limited to sexual exploitation, forced labour, domestic servitude and organ harvesting); and to protect and provide assistance and support to victims and survivors of human trafficking and slavery, and also to individuals who want to exit prostitution, by any exclusively charitable means including (but not limited to) all or any of the following: (a) providing practical support and assistance and temporary refuge; (b) providing exit strategies for those who wish to exit prostitution; (c) offering rehabilitation services including access to legal advice, counselling, therapy, support and social befriending to the victims and survivors of human trafficking and slavery and to those seeking to exit prostitution; (d) raising awareness of the causes and effects of human trafficking and slavery and in particular the means of preventing and reducing same, and the consequences for and needs of victims/survivors (e) undertaking and commissioning research into: the causes, prevention and effects of human trafficking and slavery; the help required victims of human trafficking and slavery and other forms of exploitation; and/or the issues faced/needs of those seeking to exit prostitution; and disseminating the results thereof. 2. Any other exclusively charitable purpose under the law of Northern Ireland.
