Public benefits
The benefits flowing from the first purpose include enhancing the knowledge and understanding of deaf culture and language within the hearing community which increases the opportunities for deaf sign language users to communicate and thus integrates them further into society. These can be demonstrated through the numbers of people undertaking sign
language classes and the number of deaf people undertaking education programmes being recorded in the annual report and monitoring reports. No harm. The beneficiaries are the deaf community. A private benefit may arise if trustees wish to avail of education programmes or classes. This is incidental as it is necessary for the trustees to have a thorough understanding of deaf culture and language. The benefits flowing from the second purpose include improved capacity for deaf people to communicate with health care professionals, a reduction in stress and anxiety amongst deaf people due to increased inclusion and development of coping and resilience techniques. These benefits can be demonstrated through monitoring and reporting on the numbers and scope of sign language interpreters provided to work with the deaf community during medical appointments; monitoring and reporting of personal development programmes implemented by the organisation. No harm flows from this purpose. The beneficiaries are the deaf community and health care professionals. There is no private benefit. The benefits flowing from the third purpose include increased participation in community life by the deaf community, increased understanding of an involvement in civic affairs by the deaf community and improved awareness of the wider community of the contribution and skills of the deaf community to society. These benefits can be demonstrated through monitoring and reporting upon activities and projects designed to promote greater civic engagement by the deaf community, through feedback from participants and civic organisations. No harm flows from this purpose. The beneficiaries are the deaf community in the area of benefit and civic bodies and wider societies. There is no private benefit. The benefits flowing from the fourth purpose include enhanced desire and capacity to engage in the arts as participants and spectators through development of increased engagement opportunities. These benefits can be demonstrated through monitoring and reporting on artistic and cultural activities developed for and by the deaf community, such as the signing choir. No harm flows from this purpose. The beneficiaries are the deaf community and artistic/cultural service providers and sites. There is no private benefit. The benefits flowing from the fifth purpose include an improved recognition and understanding of sign language as a minority language and language of need for the deaf community and increased engagement in protecting and promoting the right to communicate in their first language for deaf people. These benefits can be demonstrated through growth in the provision of sign language support and deaf awareness approaches by public sector agencies. No harm flows from this purpose. The beneficiaries are the deaf community and the general public. There is no private benefit. The benefits flowing from the sixth purpose include the provision of direct service support and signposting to additional support services, thus leading to a decrease in poverty and an increase in social isolation and/or exclusion. These benefits can be demonstrated through maintaining client records and referral register and providing statistical reports as part of the organisation’s annual report. No harm flows from this purpose. The beneficiaries are members of the deaf community. A private benefit may arise if a trustee who is a member of the deaf community presents themselves seeking assistance. This is incidental as they would be treated the same as any other member of the deaf community and provided with the same level of support.
