Public benefits

The Trustees believe that our purpose satisfies the element of the public benefit requirement. The direct benefit that flows from this purpose is the relief of hardship and preservation of life in times of severe weather and disaster with an increase in rescues, provision of aid and preservation of the environment in times of adverse

conditions. The beneficiaries are any resident of Northern Ireland requiring a four wheel drive vehicle and driver in times of severe weather or disaster. A private benefit to NI 4X4 Response Network Volunteers may arise from on-going training. Through this training Volunteers may gain skills and experience that can transfer to other settings. This private benefit is incidental and necessary to allow the Volunteers to carry out their duties and provide the direct benefit to the wider beneficiaries. The benefits will be evidenced by regular meetings with statutory, and other voluntary, organisations involved in the disaster and contingency planning in Northern Ireland and de-brief meetings and reporting following NI 4X4 Response Network activities. The benefit can also be evidenced by an increase in availability of health care workers, Red Cross personnel and equipment to inaccessible areas in adverse conditions. The purpose has no reason other than to provide benefit to the population of Northern Ireland and gives rise to no harm to the public. However, there may be the possibility of harm to NI 4X4 Response Network Volunteers in carrying out their duties, but this is covered by personal and public liability insurance and would be outweighed by the overall benefit to the public.

What your organisation does

NI 4X4 Response Network volunteers are based in all areas of Northern Ireland and make their vehicles available to assist the public where a 4X4 vehicle is the only way to move or transport people or equipment. This generally involves working alongside the Emergency Services, Government, Health Trusts, Councils and other statuatory and voluntary

organisations.
