Concerns about charities

If you have a concern about a charity, you should raise it with the charity first. If the issue is not resolved, you can report it to the Charity Commission for Northern Ireland.

Before submitting a concern, we strongly recommend you read our How to raise a concern about a charity guide. It explains:

  • what types of concerns we can look at.
  • what information we need.
  • what happens after you submit a report.

All concerns must be submitted in writing using our confidential, online Concern about a charity form

Key considerations

  • We look at every concern carefully and base our decisions on evidence. Our approach is proportionate, consistent, accountable, transparent and targeted, in line with best regulatory practice.

Every case is considered individually. What we do next depends on:

    • the nature of the concern
    • the evidence provided
    • the level of risk to the charity, its beneficiaries, services or assets
    • our duties under the Charities Act

For more information see our Dealing with concerns about charities guidance.

  • we focus our resources on the highest‑risk issues. If, after an initial assessment, a concern is not considered high‑risk, we may decide that no action is required.

For more information see our Dealing with concerns about charities guidance.

  • We understand that being the subject of a concern can be worrying.

Where possible, we try to resolve issues by working with charities and trustees. This usually involves advice, guidance and explaining good practice.

However, if there are serious concerns, we can and will take strong regulatory action.

For more information see our Dealing with concerns about charities guidance.

  • Our Dealing with concerns about charities guidance sets out clearly what you can expect at each stage. It explains:

    • the different levels of investigation.
    • the regulatory powers available at each level.
    • what you can expect if your charity is the subject of a concern.
    • what you can do if you disagree with one of our decisions.
