The Forum’s benefits can be demonstrated through: attendance records for music tuition, workshops and events; tutor assessments and participant feedback showing improved skills and confidence; evaluation forms and partner input evidencing increased wellbeing and awareness; records of joint activities and cross-community participation indicating improved relations; tracking youth involvement in training and employment pathways; and evidence of improved governance and safeguarding among member bands. Reports, testimonials, and monitoring data will support these outcomes. No significant harm is expected to arise from the Forum’s purposes. The organisation’s activities - music education, cultural engagement, community development and wellbeing support - are designed to provide positive public benefit. Any potential risks, such as safeguarding concerns during youth activities, noise management during performances, or emotional sensitivities linked to mental health initiatives, are minimal and will be managed through appropriate policies, training, and adherence to legal and safeguarding standards. Therefore, any possible harm is incidental, low-risk, and mitigated through responsible governance and procedures. The direct beneficiaries of the charity are individuals involved in, or wishing to engage with, the bands community in Belfast and surrounding areas, including children and young people, adult learners, band members, and volunteers participating in education, training and wellbeing initiatives. The wider public also benefits through access to cultural events, community engagement activities, and improved community relations. Any private benefit arising from the Forum’s purposes is expected to be incidental and necessary to achieving its charitable aims. For example, band members or volunteers may personally gain skills, confidence, or training through programmes delivered by the charity, and tutors or professionals may receive payment for services. These benefits do not outweigh the public benefit and are a natural consequence of delivering education, cultural activities, and wellbeing support. No individual or band will receive preferential treatment or financial gain beyond reasonable and necessary expenses or contractual payment for services directly related to the delivery of the Forum’s charitable purposes. Therefore, any private benefit is incidental, proportionate, and essential to achieving public benefit.

The specific objectives of the Forum include: • Establishing a dedicated BBF Coordinator and part-time grants researcher. • Encouraging band representatives to actively participate in Forum meetings. • Creating opportunities for sharing best practices among bands. • Representing a collective voice on banding issues. • Working towards equal opportunities for all member bands. • Promoting community connectivity and positive relations

Charitable purposes

The purposes of the Belfast Bands Forum are: a) The advancement of arts, culture and heritage, in particular the musical and cultural traditions associated with bands in Belfast; b) The advancement of education, by providing music tuition, leadership training, personal development, and skills-based learning for children, young people and adults; c) The advancement of citizenship and community development, by promoting good relations, community cohesion, equality of opportunity and positive engagement across communities; d) The advancement of health, in particular mental health and wellbeing, through awareness programmes, peer support and partnership working; e) The relief of need and disadvantage, where appropriate, by supporting young people and individuals facing social, educational or economic disadvantage through structured programmes and opportunities. All purposes shall be carried out for the public benefit within Belfast and surrounding areas.”
