Public benefits

The direct benefits which flow from purpose 1 include the promotion of community cohesiveness and wellbeing via intentional use of the centre as a hub for gatherings and activities which will serve directly and indirectly a wide range of residents. The centre will be accessible to the whole community. It will facilitate events and programmes in

line with key strategic public health and community development strategies, helping residents to stay well and prosper, fostering positive social interaction, and improving physical and mental health. The direct benefits which flow from purpose 2 will be local and accessible opportunities to engage in healthy recreation at an economic cost. The community/public will benefit from strong local leadership and role models and increased opportunities to make healthy choices. This purpose will improve sports and healthy leisure options across and between age groups and will lead to a healthier community, both physically and emotionally. The benefits from purpose 1 will be demonstrated through use of the centre, which will be recorded in a booking register. Benefits will be further demonstrated by feedback which will be sought from individuals and groups who use the centre, and also via independent evaluation at agreed points. The benefits from purpose 2 will be demonstrated through use of premises, which will be recorded in a booking register. Benefits will be further demonstrated by feedback which will be sought from individuals and groups who use the facility and also via independent evaluation at agreed points. Purpose 1 does not lead to harm. For purpose 2, the possibility of harm, for example by physical injury incurred by participation in sport, movement and dance is outweighed by the benefits and significantly reduced by the policies and procedures in place to address such risks, for example safeguarding and child protection policy, health and safety policy, and code of conduct for staff and volunteers. The beneficiaries of purposes 1 and 2 are people living in the Glencairn estate and surrounding area. There is no private benefit flowing from this purpose 1 or 2.

Charitable purposes

(4.1) To advance community development for the benefit of the inhabitants in the Glencairn estate and surrounding area in Belfast (‘area of benefit’) through the provision and management of a centre which provides space and facilities for community and voluntary organisations and by any other charitable means as the directors shall consider appropriate; (4.2) To provide facilities for recreation or other leisure-time occupation with the object of improving the conditions of life for those who by reason of their youth, age, infirmity or disablement, financial hardship or social and economic circumstances have need of such facilities.
