Public benefits

(i) The direct benefit that flows from this purpose includes provision of advice and guidance, secretarial support and mentoring for mainly rural community based groups, who will not necessarily be registered charities but will have charitable aims. The activities we support are those which seek to relieve poverty eg regeneration projects; advance

education e.g. support with classes, access to learning;; and improve health eg support groups in applying for funds to deliver locally based health promotion and early intervention programmes, facilitate collaboration with other groups to share services. These benefits will be evidenced through 1. Membership records – no of member groups (current membership of individual groups) 2. Access to services by groups eg numbers using copying, scanning or other office services 3. Number of member groups supported eg numbers attending workshops on funding 4. Number of groups facilitated – records of use of training room in RNWCS – name of group, numbers attending 5. Number of member groups who have delivered programmes which impact on the poverty eg fuel stamps initiatives, the learning eg no of vocational classes run and/or the health eg number of health initiatives of the local community The only perceived negative impact of this is that dependence could be created. However this is mitigated by community development approach used and promotion of self-development among member groups. The beneficiaries are primarily members of the community groups who have joined RNWCS. They benefit from personal development opportunities. They are volunteer committee members of mainly rural community groups. The indirect beneficiaries are the communities which they serve. It will be local people who attend classes, health promotion and fuel poverty activities. Private benefit to trustees may include access to specialist training essential to promote good governance but transferable to other sectors. (ii) The direct benefit that flows from this purpose includes provision of advice and guidance, create access to services eg CAB, other locall services. These benefits will be evidenced through 1. No of MARA visits, home visits or individual contacts 2. Access to services eg numbers accessing hearing clinics, Citizens advice 3. Number of people supported eg numbers attending support groups facilitated in the centre 4. Number of people attending programmes which impact on need eg fuel stamps initiatives, educational and vocational classes, health initiatives in the local community The beneficiaries are local people living in the area of benefit who attend classes, health promotion and fuel poverty activities. The likelihood of harm is mitigated by ensuring risk assessments carried out by promoters at venues used. Private benefit may be gained where a trustee in his or her own right sells services or goods which may require to be purchased to enable delivery of initiatives. However conflict of interest and procurement procedures will avoid unfair advantage. (iii) The benefits which flow from this include improved quality of life. The benefits will be evidenced through QoL outcome measures eg engagement with local groups, access to services, availing of Smartpass (rural transport), access to educational or vocational classes or support groups, access to financial support eg benefit check, warm homes/energy efficiency/ other statutory support to reduce fuel poverty. (tracking of participants in line with existing PHA monitoring) There is no likelihood of harm from engagement in this aspect of service. No private benefit is to be gained by trustees as these services are free and available to all citizens and as such trustees falling within the category of need may access support but will not derive additional gain because of membership or trusteeship of RNWCS.

What your organisation does

RNWCS is a membership based organisation with groups from the community/voluntary sector across the North West of Ireland and our services/resources are free to our members and individuals within these communities. Our main aims are to:- • Empower the voice of rural communities • Champion excellence in Community development practice • Develop

civic leadership in rural communities through a community development approach • Actively work towards an equitable and peaceful society • Promote the sustainable development of rural communities Our main objectives are to support networking between community/voluntary groups throughout the North West of Ireland and to co-ordinate and provide capacity building support to member groups and individuals. The support provided includes activities such as networking, computer training and information and mentoring support which helps to enhance their capacity to become active and encourages social interaction. RNWCS is the lead organisation on the Maximising Access in Rural Areas (MARA) project which has been in operation from 2012 across the Strabane, Derry/Londonderry and Limavady rural areas and the project has been extended to March 2016. Funded by the Department of Agriculture & Rural Development, and managed by the Public Health Agency, this project has involved visiting householders and providing a signposting and referral service for these householders which has helped to increase access to services, grants and benefits for rural dwellers living in or at risk of poverty or social exclusion. RNWCS secured funding within the past year to keep the office open 3 days a week to help co-ordinate and broker in a variety of activities and training as well as making the RNWCS training room and equipment available for other groups to carry out their activities.

Charitable purposes

The Charity's objects ("Objects") are specifically restricted to the following:- To promote the benefit of the people of the North West of Northern Ireland (hereinafter described as 'the area of benefit'), without distinction of age, sex, sexual orientation, race, political, religious or other opinion, and in particular to: (i) advance community development and support and develop the work of mainly rural community based groups in any charitable activity that seeks to relieve poverty, advance education and health; (ii) relieve those in need by reason of youth, age, ill health, disability, financial hardship or other disadvantage; (iii) promote such other charitable purposes as may from time to time be determined with the purpose of improving the quality of life of the inhabitants of the North West of Northern Ireland.
