Public benefits
In the case of each purpose, the Trust will be utilising its funds to enable other groups to help it achieve these purposes. (i)The advancement of citizenship or community development. The direct benefits which flow from this can be seen through the development of the social and practical skills of a group of children who can then return to their
community, up skilled, enabling them to play a greater role within the community. This is achieved by enabling a group of up to 12 children between the ages of 13 to 17 to participate in a residential water based activity course organised by the Share Activity Centre. We call this ‘The Flemming Bursary Award’. The participants are awarded a bursary to cover the cost, finances are also available for accommodation costs for carers of up to 25% of the participants. By coming together as a group, participating in mainly water based activities which are team building, they learn not only new sporting skills, but also how to communicate and integrate with the others. This experience will enable them to act as enriched members of the Fermanagh Community, hopefully developing further the skills they have learnt. As a condition of acceptance of the bursary, candidates are asked to provide feedback on their experiences and during the course some trust members visit the group while involved in an activity, to speak to the candidates and instructors, assessing the benefits of the residential. By the nature of the activities and the course being residential, there are inherent risks for participants, but these are minimised by the utilisation of a regulated organisation who are very aware of their responsibilities of duty of care and safety. The Charity’s beneficiaries can be any child between the ages of 13 and 18 who live in Fermanagh (ii)The relief of those in need by reason of youth, age, ill-health, disability, financial hardship or other disadvantage. The direct benefit which flows from this is for the support and welfare of patients of our local hospital, through a donation made to the local hospital’s Patients General Fund. This fund could be described as a descendant of the two Comforts Funds identified in the original Trust document. The donation is made through the WHSCT, who manage the funds as appropriate. It is not considered that there is any risk of harm. The Charity’s beneficiaries are patients of the South West Acute Hospital. (iii)The advancement of health or the saving of lives. The direct benefits which flow from this can be seen through the improved water confidence and safety skills from all who participate in health promoting outdoor activities and a greater use of the county’s resources. Living in a county where we have a rich resource of waterways, the benefits of supporting Schools, Youth Clubs, Sailing, Canoeing and other water based clubs in Fermanagh should be seen through a greater number of children and adults who feel and are more confident and educated to use the resources safely. As this purpose is to enable people to participate in water based activities, there are the associated risks. to minimise these support will only be given to recognised organisations who have the appropriate safety procedures in place. The Charity’s beneficiaries are school children, members of youth clubs or other water based clubs in county Fermanagh. (iv)The advancement of amateur sport. The direct benefits which flow from this may be the facilitation of the development of particular sports through money to provide resources, transport, trophies etc. It would be hoped that this will encourage more to participate in sporting activities. Only recognised organisations who have appropriate safety procedures will be supported. The Charity’s beneficiaries could be any recognised sports club without an independent source of income. There is no private benefit flowing from any of the purposes other than the costs of the Share Centre in running projects.
