Public benefits
The purpose of the organisation is “to promote and provide vocational training and retraining to employees and individuals wishing to enter employment in engineering, and in particular constructional steelwork fabrication in Northern Ireland”. The organisation was set up to ensure that the member companies could maintain a sufficient number of
competent and suitably qualified Constructional Steelwork Draughting Technicians. The member companies are therefore the main beneficiaries. The other main beneficiaries are the apprentices who are recruited by the participating employers on to the training scheme. The direct benefits to those apprentices include paid employment, training to an industry standard of competency and access to further education classes. These benefits can be demonstrated or proven through receiving industry recognised qualifications and employment. No harm arises from the purposes and no fees are charged to participating employers or apprentices. The only private benefits arising are to contracted businesses that provide accommodation, training management, supplies, administration and further education and gain the benefit of being paid for their services.
