Public benefits
The public benefits that flow from Object (1) are that young children have a comfortable, safe and stimulating learning environment, which assists each child to develop their capabilities, competencies and understanding to their full potential, resulting in improved learning outcomes, development, language skills, social integration and emotional
well-being. These benefits can be evidenced from feedback from parents, by the detailed observations and assessments carried out by staff and by inspections undertaken by the education department and social services. The fees of the Playgroup are reasonable and non-exclusive. No harm or private benefit arises from this purpose. The public benefit that flows from Object (2) is the enhancement in skills, knowledge and experience of child care staff which is essential if standards of excellence are to be maintained in playgroup practice. These benefits van be evidenced by records kept internally of the acquisition of skills and qualifications by staff and from the databases and inspection reports of the education department and social services. No harm arises from this purpose. A private benefit to staff does arise in the form of salaries and training received, but these benefits are incidental and necessary to ensure that high standards of care are achieved.
