Public benefits
The public benefit from purpose A is that members of the public who get into difficulties on Lough Neagh or its adjacent waterways can be assured that there is a highly trained and equipped search and rescue organisation which can be called for assistance. There is also public benefit to the families and friends of individuals who unfortunately
may get into difficulties or even lose their lives as a result accidents or natural hazards on the Lough and its adjacent waterways and coastline. There is further public benefit and that the organisation works closely with the statutory and emergency services thus increasing the potential to save lives, rescue members of the public and provide an emergency service for the benefit of all users of Lough Neagh. There is no private benefit flowing from this purpose and no harm. The public benefit can be measured by the number of call outs, the emergency reports completed by the organisation, the letters of gratitude and support which come to the organisation and the ongoing interaction between Lough Neagh Rescue and the general public which takes place at regular public events throughout the year. The public benefit from purpose B is that individuals or families using Lough Neagh can be assured that there is adequate life saving apparatus, equipment, vehicles and vessels properly maintained to ensure that they are always ready at a time of emergency to go to the assistance of persons in distress. This benefit can be measured by the maintenance checklists and reports which the organisation keeps as part of its normal records. There is no harm flowing from this purpose and no private benefit. The public benefit flowing from Purpose C is that the public has access to courses and displays relating to water safety and awareness, first aid, and the safe use of outdoor environments. This means that the public is educated in the risks to health of water based recreational activities and will be more able to ensure that they take all precautions before risking life or limb on Lough Neagh or its waterways. The benefits of this purpose can be measured by the number of courses offered, the number of displays and exhibitions available to the public and the evaluation of such courses which are carried out both during and at the end of each educational activity. There is no private benefit linked to this purpose and there is no harm arising from it. The courses are open to the public from anywhere in Northern Ireland but particularly to users of Lough Neagh and waterways. The public benefit flowing from purpose D is that members of the public are made aware of their own local environment particularly the waterways of Lough Neagh and adjacent rivers, the surrounding riparian landscape and waterscape. This provides education for the general public and helps make them more aware of where they live, the importance of conserving areas of such natural beauty and how failure to protect such areas could lead to the development of hazards both on the shores of Lough Neagh and on its waterways. A further benefit would be that it would help to make them aware of all aspects of using such amenities in a safe and healthy manner. These benefits can be measured by the numbers of people making enquires, attending courses, acting as conservational volunteers or being part of the group itself. There is no harm arising from this purpose and no private benefit.

The organisation operates as an independent voluntary search and rescue organisation providing and maintaining suitably trained specialist waterborne search and rescue teams and vessels to assist in the search and rescue of persons missing or endangered by accidents or natural hazards in the area of benefit and adjacent land both independently and
in association with the full emergency services and other statutory and voluntary aid agencies. he organisation works principally on Lough Neagh and LNR is a "declared facility" of Coastguard which permits us to act as first responders to an emergency situation. Lough Neagh Rescue (LNR) provides and maintains apparatus, equipment, vehicles and vessels for the saving of life and assistance of persons in distress within the area of benefit. LNR develops, delivers and advances educational materials, presentations, lectures and talks to inform and educate the public in all matters relating to inland water safety and awareness, waterborne rescue, first aid and the safe and appropriate use of outdoor environments. LNR also works strategically with other interested bodies to promote the conservation, maintenance and protection of features of landscape in the Lough Neagh Region and other waterscapes.
